About "private road measures contract sewer construction" and "subsidy of common drainage construction"

The sewerage facilities laid by Yokohama City are basically intended for public roads. About private road part, we have everybody using sewer perform construction in principle. However, if you meet certain conditions, if you apply for the use of the system for "private road measures contracted sewerage work" or "subsidy for joint drainage construction", Yokohama City will use the sewer pipe on behalf of the user We install or provide subsidy for construction that user performed.
The outline of the system and the main differences are shown below.
