Creating the charm of the Horiwari River
Last update date April 1, 2024
With the development of Yokohama Port, the Horiwari River, which was completed in 1874, was used as a boat route connecting Yokohama Port and Negishi Bay from Meiji to Showa. There are wharfs at the mouth of the river, and inns, shipyards, and factories along the river, and it seems that it was bustling.
In Isogo Ward, together with the Horiwari River Attraction Committee and inhabitants of the ward, we are working to create the charm of the Horiwari River so that the residents of Isogo can continue to get close to the Horiwari River, a precious waterside in Isogo Ward.

History of Horiwari River
The Horiwari River started construction in 1870 (Meiji 7), completed in 1874, and has served as a boat route connecting Yokohama Port and Negishi Bay
On both banks of the estuary, the Takigashira Wharf was also constructed and completed in 1872. (The current location of the animal quarantine station of the Ministry of Agriculture, Forestry and Fisheries is on one side of the wharf.)
Due to the Great Kanto Earthquake of 1923, the seawall was destroyed, bridges were dropped and burned down, but it was restored at masonry revetment by a reconstruction project in the early Showa era, and unloading places and stairs were made. The bridge has a elaborate main pillar, and still retains its old features.
Current status of Horiwari River
A row of cherry blossom trees at animal quarantine station
The row of cherry blossom trees along the animal quarantine station of the Ministry of Agriculture, Forestry and Fisheries has become a highlight of cherry blossoms in spring.
At present, it is a familiar place where many people can enjoy the river on holidays. However, there is a problem that the river cannot be fully utilized, such as being sandwiched between high-traffic roads.
Horiwari River Isogo Pier
A new hydrophilic facility "Horiwarigawa Isogo Pier" with Ukisan Bridge on Horiwari River has been completed!
Horiwari River Isogo Pier
In Kanagawa Prefecture, we are developing hydrophilic facilities in cooperation with town development in order to enhance the attractiveness of the town by utilizing the rivers of the Ooka River water system.
The Horiwari River Isogo Pier has been completed on the lower right bank of the Horiwari River Yahatabashi in the Ooka River water system. Please use it as a place to get close to the river!
This hydrophilic facility also has a Ukisan Bridge and an unloading bridge, which is expected to stimulate water recreation, create bustle in the town, and transporting supplies in an emergency.
• Facility name: Horiwari River Isogo Pier
• Facility contents: Hydrophilic facilities, Ukisan Bridge, Unloaded Sanbashi
Ukisan Bridge is locked with an electronic key for safety management. Advance reservations from the Kanagawa Prefectural Flood Control Office are required for use.
In the case of use, please make an advance reservation from the prefecture homepage.
22, Heisei Civil Engineering Heritage Site
In November 2010, it was recognized as a civil engineering heritage selected by the Society of Civil Engineers in 2010.
Reason for certification
The Horiwari River, which was excavated in the early Meiji era and diverted from the Okagawa River, played a major role in water transport and flood control measures in Yokohama City, and the long masonry revetment retains its remnant of those days.
What is civil engineering heritage selected by the Japan Society of Civil Engineers (outside site)
The civil engineering heritage certification system recommended by the Japan Society of Civil Engineers was established in 2000 with the aim of contributing to the preservation of historic civil engineering structures through the recognition of civil engineering heritage. In 2010, 27 structures nationwide, including the Horiwari River, were certified as "civil engineering heritage".

Improving the charm of Horiwari River! Workshop (FY2004)
In 2004, in order to discover and organize the charms of the Horiwari River, etc., and to make the waterside more accessible, "Improvement of the Horiwari River Attraction! Workshop" was held. Here are some of the topics discussed in this workshop.
The three elements of the Horiwari River
1.Historical charm and civil engineering heritage
- Design of beautiful main pillar
- Ishizumi seawalls with the atmosphere of reconstruction after the earthquake disaster.
- The only remaining landing site in Yokohama
- The site of Helm Dog
- Connecting ring
- Design of sewage outlet
2.Space and Landscape Attraction
- Spacious space, water surface
- The way of the wind
- Scent of tide
- Scenery from the bridge
- A row of cherry trees and willow trees
- Green of cliffs
3.Attraction as a living space
- Stairs falling down on the surface of the water
- Good place for goby fishing
- I feel that I've come back to Isogo
- Relief
- Feel the proximity of the sea
Points (idea) to be cherished to enhance attractiveness
Take care of history
It inherits the remaining civil engineering heritage at the time of reconstruction after the earthquake, such as the masonry seawall, the main pillar, and the remains of the Helm dog.
Take care of the scenery
Protecting clean water by taking care of outlook, openness, near the surface of the water, and the wind.
Water use
Open events such as canoeing, rafts, water restaurants, etc. that use the water surface from wherever possible
Experiments and surveys
One-day pedestrian paradise, one-way social experiment and traffic volume survey
Make rules
Scenery guidelines for illegal mooring and seawalls
