In the Great East Japan Earthquake, the elderly accounted for a majority of the victims and the mortality rate of persons with disabilities was estimated to double the mortality rate of all affected people. This trend is the same for large-scale disasters in the past, and there is an urgent need to strengthen efforts to support people requiring assistance during a disaster.
The local community-based community support will play a major role in providing prompt assistance to people requiring assistance in safety confirmation and evacuation. Considering the Great East Japan Earthquake as an example, it takes about three days after the disaster to start full-scale administrative activities, and most of the affected people are helped by neighbors or local people. I am. In order to enhance local disaster prevention capabilities, it is important to create relationships on a daily basis. Isogo Ward is promoting such efforts to support people requiring assistance during a disaster.
What are those who need assistance during a disaster?
In the event of a disaster such as an earthquake

- Those who have difficulty evacuating to a safe place on their own
Examples include the elderly, disabled children / persons, infants, pregnant women, foreigners (those who have difficulty communicating in Japanese), etc.
How to promote initiatives in the region
There are generally the following stages in order to promote efforts to support people requiring assistance during a disaster.
- Start of the initiative and discussions in the community
- Securing leaders (supporters, etc.)
- Understanding and updating information on people requiring assistance
- Land
Watching in the region and creating relationships with people who can see each other - Efforts and trainings assuming a disaster
It is not necessarily at this stage, but it is important to decide the content and how to proceed with the initiative according to the local situation and continue to work.
