Approach of user burdens such as citizen use facilities

When using city facilities, obtaining a certificate, or obtaining a business license, you must pay a part of the fee in the form of a usage fee, usage fee, and a fee. This is because all facility management and administrative services are all costs (expenses), and these costs are covered by the “royalties” from the citizens used and the “taxes” of the citizens. It is a mechanism to cover.
Therefore, from the viewpoint of the fairness of the burden on the entire citizens, the “public expenditure (city) burden” paid by the citizens who do not use it in the form of taxes and the “beneficiary (user) burden” and the users bear. We believe that it is necessary to clarify the way of thinking about the ratio of "burden" burden and to gain sufficient understanding of citizens. We will determine the concept of user burden so that this burden ratio is generally appropriate.
The beneficiaries (users) bear the cost and the extent to which tax is covered by taxes will be set as a “standard standard for burden ratio” for each facility and service.
In addition, when using facilities and services, a standard treatment will be set for the “reduction and exemption system” in which usage fees are exempted and reduced.
