※At the reception counter on the 3rd floor, tell them that it is "Hearing of the Yokohama City Public Works Evaluation Committee on the 18th floor", receive the "Entrance Certificate", and enter from the gate.

If there are no more than 10 applicants, all will be determined as observers.
(After the decision, up to 10 people will be accepted on a first-come, first-served basis.)
If there are more than 10 applicants, a lottery will be drawn to determine the audience.
