Regulations concerning the operation of the Yokohama Port and Harbor Council

Regulations concerning the operation of the Yokohama Port and Harbor Council shall be established as follows.

Regulations concerning the operation of the Yokohama Port and Harbor Council


(Purpose)
Article 1 These regulations are based on the Yokohama City Port and Harbor Council Ordinance (June 1964 Yokohama City Ordinance No. 85). Based on the provisions of Article 11, the procedures for the proceedings of the Yokohama City Port and Harbor Council (hereinafter referred to as the "Council") and other necessary matters concerning the operation of the Council shall be determined.
 (Convocation of meetings)
Article 2 The chairperson shall notify the member of the date, place and agenda of the meeting by seven days prior to the opening of the meeting. Provided, however, that this shall not apply in cases where urgent provision is required, or when the chairperson is absent.
 (Holding meetings)
Article 3 Meetings shall be held as necessary.
 (Report on Number of Attendees)
Article 4 The chairperson shall have a secretary before the meeting and report the number of attending committee members.
 (Update of agenda)
Article 5 If the agenda scheduled for the date cannot be discussed, or if the agenda has not been completed, the chairperson shall put the unfinished case on the agenda of the next meeting.
 (Changes in agenda)
Article 6 The agenda may be changed when the chairperson deems it necessary.
2 Members may add agenda items with the consent of a majority of the members present.
 (Millions of minutes)
Article 7 The chairperson shall make a secretary and prepare the minutes of the meeting and have the following matters recorded.
 (1) Date and time and place of meeting
 (2) Names of attending committee members and absent committee
 (3) Proceeds and Decisions on Proposals
 (4) Proposals and related materials
 (5) Other required items
 (Signing of minutes)
Article 8 The minutes must be signed by two chairpersons, the chairperson and the attending committee members appointed by the chairperson.
 (Opening of the Council of the Council)
Article 9 The meeting of the Council shall be open to the public.
2. The number of persons allowed to observe shall be 10 persons. Provided, however, that if the chairperson deems it necessary, it may be determined separately.
3. When the number of persons wishing to observe exceeds the capacity, it shall be on a first-come, first-served basis. Provided, however, that if the chairperson deems it necessary, a lottery may be used.
 (Special case for news media)
Article 10 A separate press seat shall be provided for hearings by the press.
2. If the news media takes photos, recording, recording, etc. in the venue, this shall be permitted only before the start of the meeting.
 (Procedures for hearing)
Article 11 A person who wishes to observe a meeting of the council shall fill in his / her name and address at the reception of the venue 30 minutes before the start of the meeting, receive a hearing ticket, and enter according to the instructions of the staff .
2. When a person who observes the meeting (hereinafter referred to as "hearer") is determined by lottery, the lottery shall be conducted at least 30 minutes before the start.
 (Distribution of meeting materials)
When publicizing a meeting of Article 12 council, meeting materials shall be distributed to observers. In this case, the scope of the meeting materials distributed to the observer shall be determined by the chair.
 (Maintaining order)
Article 13 The observer must sit at the designated place of the venue.
2 The observer shall not take photos, record, record, etc. at the venue.
3 Persons who have dangerous goods, drink alcohol, or other persons who the chairperson finds that hinder the operation of the meeting must not enter the venue.
 (Departure from the venue)
Article 14 When the observer interferes with the operation of the meeting, such as obstructing the progress of the meeting, the chairperson shall request that the observer cooperate in the operation of the meeting. In this case, the chairperson may order departure from the venue if the observer does not comply with it.
 (Consultation of the meeting)

Article 16 The provisions of Articles 5 and 6 of the Ordinance shall apply mutatis mutandis to the Technical Committee and the Secretary's Committee, and the “Council” shall be replaced with “Expert Committee” and “Chairperson” shall be replaced with “Expert Committee Member” or “Secretary” and “Chairperson” shall be read as “Chairperson”.
2 The provisions of Paragraph 4 and Articles 2 through 7 and Article 18 of these Regulations shall apply mutatis mutandis to the Technical Committee and the Executive Committee.
3 The provisions of Articles 8 to 15 of these Regulations shall apply mutatis mutandis to the Secretary's Meeting.
4 Members who participate in the proceedings through a web conference system (meaning a system that allows people to make calls while mutually recognizing the other party's condition by transmitting and receiving video and audio) at a council meeting shall have the place to participate. Even if it is not in the place, it is regarded as a member of the meeting.
 (Delegation to the Executive Committee)
The matters delegated to the secretary's meeting pursuant to the provisions of Article 17 Ordinance, Article 8, Paragraph 5 shall be as follows.

Article 18 If the chairperson finds that a meeting cannot be held due to unavoidable reasons, he / she shall send a notice attached to the proceedings materials, a verdict form, or other document attached to the committee members, and collect the pros and opinions pertaining to each proceedings. (2) In the case where the chairperson is absent in the preceding paragraph, the example of convocation of a meeting pursuant to these regulations shall apply.
3 With regard to the proceedings prescribed in Paragraph 1, the acts prescribed in Articles 9 to 12 shall be replaced by the publication of the minutes, proceedings materials, etc.

Supplementary Provisions
 These Regulations shall come into effect as of July 15, 1969.
 Supplementary Provisions (Regulation No. 1 of November 1975)
 These Regulations shall come into effect as of November 13, 1975.
 Supplementary Provisions (Regulation No. 1 of December 1979)
 These Regulations shall come into effect as of April 1, 1980.
 Supplementary Provisions (Regulation No. 1 of February 1998)
 These Regulations shall come into effect as of February 6, 1998.
 Supplementary Provisions (Regulation No. 1 of October 2000)
 These Regulations shall come into effect on October 2, 2000.
Supplementary Provisions (Regulation No. 1 of December 2020)
These Regulations shall come into effect as of December 17, 2020.
