Regulations concerning the operation of the Yokohama Port Council

Regulations concerning the operation of the Yokohama Port Council shall be established as follows.
Regulations concerning the operation of the Yokohama Port Council
(Intent)
Article 1 These regulations are the Yokohama City Port Council Ordinance (Yokohama City Ordinance No. 85 of June 1964). Based on the provisions of Article 11, the procedures for the proceedings of the Yokohama City Port and Harbor Council (hereinafter referred to as the "Council") and other necessary matters concerning the operation of the Council shall be determined.
(Convocation of Meetings)
Article 2 The chairperson must notify the committee members of the date and time, place and agenda of the meeting by seven days before the opening of the meeting. Provided, however, that this shall not apply when urgent use is required or when the chairperson is absent.
(Meetings held)
Article 3 Meetings shall be held as necessary.
(Report of attendance)
Article 4 The chairperson shall have a secretary before the meeting to report the number of attending committee members.
(Updating the agenda)
Article 5 If the agenda scheduled for the date cannot be deliberated, or if the agenda has not been completed, the chairperson must put the unfinished case on the agenda of the next meeting.
(Changes in agenda)
Article 6 If the chairperson deems it necessary, the agenda may be changed.
(2) Members may add agenda items with the consent of a majority of the members present.
(Minutes)
Article 7 The chairperson shall make a secretary and prepare the minutes of the meeting, and record the following matters.
(1) Date and place of the meeting
(2) Names of attending committee members and absent committee members
(3) Status of Proceeds and Decisions on Proposals
(4) Proposals and related materials
(5) Other required items

Article 8 The minutes must be signed by two members, the chairperson and the attending committee members appointed by the chairperson.
(Disclosure of Council Meetings)
Article 9 The meeting of the Council shall be open to the public.
2 The capacity of those who accept hearing shall be 10. Provided, however, that if the chairperson deems it necessary, it may be determined separately.
3 If the number of persons wishing to observe exceeds the capacity, it will be on a first-come, first-served basis. Provided, however, that if the chairperson deems it necessary, it may be by lottery.
(Special provisions for the press)
Article 10 A separate press seat shall be provided for the hearing of the news media.
2. If the news media performs photography, recording, recording, etc. in the venue, this shall be permitted only before the start of the meeting.
(Procedures for hearing)
Article 11 Those who wish to observe the meeting of the council shall enter their name and address at the reception of the venue 30 minutes before the start of the meeting, receive a hearing ticket, and enter according to the instructions of the staff. .
When we decide person to observe meeting (hereinafter referred to as "hearing person") by 2 lottery, we shall perform lottery 30 minutes before the start.
(Distribution of meeting materials)
When we release meeting of Article 12 council, we shall distribute meeting materials to observer. In this case, the scope of the meeting materials distributed to the observer shall be determined by the chair.
(Maintaining order)
Article 13 The observer must be seated at the designated place of the venue.
2 The observer must not perform photography, recording, recording, etc. at the venue.
3 Those who have dangerous goods, those who are drunk, or those who are deemed to have difficulty in the operation of the meeting must not enter the venue.
(Department from the venue)
Article 14 When the observer interferes with the operation of the meeting, such as obstructing the progress of the meeting, the chairperson shall request the observer to cooperate with the operation of the meeting. In this case, the chairperson may order the departure from the venue if the observer does not comply.
(Disclosed meeting)
Article 15 When the meeting is closed according to the provisions of the Ordinance on Disclosure of Information Held by Yokohama City (February 2000 Yokohama City Ordinance No. 1) Article 31 proviso, the chairperson shall declare that effect. Shall be.
2. The chairperson shall seek the opinions of each committee member when the meeting is closed by the proposal of the committee member.

Article 16 The provisions of Article 5 and Article 6 of the Ordinance shall apply mutatis mutandis to the Technical Committee and the Secretary-General, and the Council shall be referred to as the “Special Committee” or “Secretary Committee”, “Chairperson” shall be replaced with “Secretary Committee” and “Chairman” shall be replaced with “Chairman”.
2 The provisions of paragraphs 4 and Articles 2 to 7 of these Regulations, and Article 18 shall apply mutatis mutandis to the Technical Committee and the Executive Committee.
3 The provisions of Articles 8 to 15 of these Regulations shall apply mutatis mutandis to the Executive Committee.
4 Members who participate in the proceedings through a web conferencing system (meaning a system that allows them to make a call while mutually recognizing the state of the other party by transmitting and receiving video and audio) at a council meeting shall participate in the meeting Even if it is not at the location of the meeting, it shall be deemed to be the attending committee member of the meeting.
(Delegation to the Executive Committee)
Delegation matters to the secretary meeting pursuant to the provisions of Article 17 Ordinance Article 8 Paragraph 5 shall be as follows.

3 With regard to the proceedings prescribed in paragraph 1, the acts prescribed in Articles 9 to 12 shall be replaced with the publication of minutes, proceedings materials, etc.
Supplementary Provisions
This Regulation shall come into effect on July 15, 1969.
Supplementary Provisions (Regulation No. 1 of November 1975)
These Regulations shall come into effect on November 13, 1975.

These Regulations shall come into effect on April 1, 1980.

These Regulations shall come into effect on October 2, 2000.
Supplementary Provisions (Regulation No. 1 of December 2020)
This Regulation shall come into effect as of December 17, 2020.
