(Objective)

Article 1 The Yokohama City Internet Information Receiving and Dissemination Guidelines (hereinafter referred to as the “Guidelines”) are based on the Internet Utilization Policy (established on November 24, 2000), and actively utilize the Internet to improve business efficiency and citizen services. It defines the necessary principles for receiving and transmitting information using the Internet in order to improve services.

(Definition)
Article 2 In these Guidelines, the definitions of the terms listed in the following items shall be as prescribed respectively in those items.

(1) Network Management Officer
This refers to what is specified in Article 3, Paragraph 1 of the Yokohama City Administrative Information Network Operation Management Regulations (February 2002, No. 2).
(2) Ward bureau
Office of Accounting, Fire Bureau, ward office, Board of Education Secretariat, Election Administration Commission Secretariat, Personnel Commission Secretartiat, Audit and Inspection Commission Secretariat, City Council Bureau, Water Works Bureau, Transportation Bureau and Medical Care Bureau Hospital Administration Headquarters as set forth in Article 1 of the Yokohama City Ordinance.
(3) Network Administration Division
Yokohama City Administrative Information Network Refers to the section that has jurisdiction over the administrative information network prescribed in Article 2, Item 1 of the Operation Management Regulations.
(4) Public Relations Section
Yokohama-shi office division rule (October, 1952 Yokohama-shi rule 68th. Hereinafter, it is referred to as the "Regulations for Separation of Administrative Affairs." )) Refers to the section responsible for planning and coordinating public relations.
(5) Public Affairs Section
Refers to the section that has jurisdiction over citizens' requests, opinions, petitions, and other matters related to public hearing regarding municipal administration stipulated in the administrative division rules.
(6) Press Division
Refers to the section in charge of municipal administration news and communication with the news media stipulated in the administrative division rules.
(7) Personal Information Division
Refers to the section in charge of matters related to the protection of personal information specified in the administrative division rules.
(8) Social media
Refers to a service that allows anyone to easily transmit information on the Internet.

(Applicable range)
Article 3 These guidelines shall apply to staff who receive and transmit information under the name of Yokohama City using the Internet and contractors (hereinafter referred to as "information sender").

(Responsibilities of Information Recipients)

Article 4 When sending and transmitting information using the Internet, the information receiving and transmitting information must comply with the contents of the guidelines and use it in accordance with the provisions that stipulate the operation and management of the network used.

(Dissemination of information using web pages)

Article 5 Information senders must transmit information using a web page using a content management system under the jurisdiction of the Public Relations Section. Provided, however, that this shall not apply if the head of the Public Relations Section finds that it cannot be realized with the system. In addition, about information dispatch of ward bureau, ward bureau charge section decides to send, update information positively and shall provide the latest information as much as possible.

(Domain name used to receive and send information)

Article 6 When sending and transmitting information using the Internet, the information receiving sender must use the city's domain name, "city.yokohama.lg.jp" or its subdomain name. However, for the time being, "city.yokohama.jp" can also be used together.

2 The information receiving and transmitting information using server equipment and information receiving and transmitting services other than the content management system under the jurisdiction of the Public Relations Section, use the city's domain name or their subdomain name. Must.

3 When using social media and services provided by public institutions on the GO.JP domain and LG.JP domain, the information sender may send and transmit information by external domain regardless of the provisions of the preceding paragraph. However, when posting a link to the service on the Yokohama City website, etc., it must indicate that it is the official information transmission of the city, such as specifying the linked external organization name and domain name.
4 If the provisions of paragraphs 2 and 3 cannot be applied, the information receiving and transmitting information must be consulted with the network administrator and a domain name different from the city's domain name or their subdomain name (hereinafter referred to as "external domain name"). ) Must obtain permission to receive and transmit information.
5 Regarding social media used in accordance with the provisions of Paragraph 3 and information receiving and transmitting services using external domains pursuant to the provisions of Paragraph 4, the network manager and the relevant business section shall provide a list of such services on the Yokohama City website.

(Procedures for using social media)

Article 7 When using social media pursuant to the provisions of Article 6, Paragraph 3, the section manager in charge of information receiving and transmitting must consult with the network manager and the head of the related business section in advance and obtain approval. Must.

2 Network managers and the head of the related business affairs section must determine the basic guidelines as a city in use for social media. Provided, however, that this shall not apply if the use of the service is limited.

3 When using social media pursuant to the provisions of Article 6, Paragraph 3, the section manager in charge of information receiving and transmitting information shall collect information on the service and identify the items necessary for the procedures prescribed in the preceding paragraph, and shall submit a document summarizing them. Must be submitted to the administrator and the head of the relevant business department.

4 When the section manager in charge of information receiving and transmitting uses social media for which the guidelines are stipulated based on the provisions of paragraph 2, by following the guidelines, the consultation specified in paragraph 1 and the materials specified in paragraph 3 Submissions can be omitted.

(Maintain ownership of external domain names)

Article 8 The section manager in charge of information receiving and transmitting information shall maintain the ownership of the domain name for a certain period after the use, and make it impossible for a third party to obtain it. , You must transfer to the city WEB page.

2 The period during which the ownership of the external domain name is maintained and transferred is the period from the publication of the domain name to the start of the transfer to the city WEB page prescribed in the preceding paragraph (hereinafter referred to as the “use period”). I do. However, if the usage period is less than one year, it shall be at least one year.

(Adjustment of information reception and transmission)

Article 9 The network manager and the head of the Public Relations Section shall make overall adjustments regarding the reception and transmission of information using the Internet.

2 With regard to the overall coordination set forth in the preceding paragraph, the Network Manager shall mainly coordinate the technology for receiving and transmitting information, and the head of the Public Relations Section shall mainly make adjustments on the content of information receiving and transmitting.

3. The network manager and the head of the Public Relations Section shall cooperate with each other in coordinating the preceding paragraph.

4 The head of the Public Affairs Section, the Press Section, and the Personal Information Section shall coordinate the matters under their jurisdiction regarding the receipt and transmission of information using the Internet.

5 The heads of each section listed in the preceding paragraph shall cooperate with each other in coordinating and cooperate with the network manager and the head of the Public Relations Section.

6 The section manager in charge of information receiving and transmitting information using the Internet shall coordinate with the heads of the sections listed in paragraphs 1 and 4 as necessary.

(Internet Liaison Committee)

Article 10 An Internet liaison meeting will be established to examine and coordinate common issues in receiving and transmitting information, and to enhance information receiving and transmitting using the Internet.

2 The activities of the Internet Liaison Committee are as follows.

(1) Examination and adjustment of information received and sent via the Internet

(2) Examination and adjustment of problems in the use of the Internet

(3) Information exchange on new technologies, trends in national and other local governments, etc.

(4) Other matters related to the use of the Internet

3 The Internet Liaison Committee shall be composed of the Executive Committee and the Working Group, and these participants and objectives shall be specified in Appendix 1.

4. The chairman of the secretariat and the working group may create a mailing list for the purpose of complementing discussions at the meeting, exchanging information, or communicating administrative affairs.

5 The secretariat of the Internet Liaison Committee shall be the Network Administration Section and the Public Relations Section, and shall operate and general affairs of the Association.

6. If approved by the Executive Committee, staff other than the participants specified in Attachment 1 may be allowed to participate in liaison meetings as necessary.

7 If there is a decision at the secretary's meeting, the well-known method shall be determined by the secretary's meeting, but if all ward bureaus must be informed, information transmission and transmission using the Internet of the ward bureau shall be notified. 2 The contents of the detailed rules concerning matters under the jurisdiction of the head of the section listed in Article 9 shall be determined.

3 The head of the section listed in Article 9 shall, when considering a change in the contents of the detailed rules specified by each, consider it at the liaison meeting as necessary, and always report it to the liaison meeting when deciding on a change. Shall be.
