1 Announcement on Factory Location Law
Abolition of seal (December 28, 2020)
The "Ministerial Ordinance Revision of Part of the Enforcement Regulations of the Factory Location Law" promulgated on December 28, 2020 eliminates the need for seal in all notifications under the Factory Location Law.
There is no need for seal to submit a report using the previous form.
2. Factory Location Law
In order to ensure that factories are properly located in conservation, we conduct surveys on factory locations and publish standards for setting up production facilities, green spaces and environmental facilities related to factory locations, and make recommendations and orders based on these guidelines, thereby contributing to the sound development of the national economy and the improvement of the welfare of the people.
When a factory to be notified is newly established or changed, it is mandatory to set up production facilities, green spaces, and environmental facilities based on the rules, and to notify that fact in advance.
In addition, if the content of the notification does not conform to the rules or if the notification is neglected, a recommendation or change order may be issued. In addition, those who did not submit a report, those who made a false report, or those who did not comply with the change order may be punished.

3 Factories subject to notification (specified factories)
Factories and business establishments that meet both requirements 1 and 2 below are eligible.
①Industry: Manufacturing, electricity, gas and heat supply (excluding hydropower, geothermal and solar power plants)
②Size: Site area of 9,000 square meters or more, or total building area of 3,000 square meters or more
4. Necessity of notification
If you fall under the contents of 1 to 12 in the table below, you need to notify the Factory Location Law. In addition, notification may not be required for items 13 to 21 in the table below, but please consult us first.

5 Notification Period
①When notification is required in advance
In the case of a new notification or change notification of a specific factory, a notification is required in advance prior to the installation or change of a specific factory. For 90 days from the date the notification is received, the contents of the new notification or change notification must not be implemented (restrictions on implementation). The act of restricting the implementation of new notification or change notification refers to the act that requires a new notification or change notification in the table above "Necessity of notification".
In addition, in Yokohama City, if the content of the notification meets certain requirements, the restriction period for implementation can be shortened to a maximum of 30 days.
②When notification is required without delay
In the case of succession of a specific factory, change of name, etc., or notification of abolition of a specific factory, it is necessary to submit a report without delay.
6. Prior consultation
Prior consultation will be held prior to notification. In advance consultation, please prepare materials to determine the necessity and method of notification. Also, for factories or business establishments that have already been notified, please provide the latest copy of registration form.
If it is deemed necessary by prior consultation, we will adjust the contents of registration form and accept it. It will take a few days to adjust the content from prior consultation to acceptance of registration form, so please consult us as soon as possible. In addition, we may not be able to accept even if we bring report without prior consultation.
After the construction is completed, the completion will be confirmed locally to confirm that the construction has been performed as reported, so please contact us after the construction is completed.

7 Standards to be followed (standards)
Factories subject to notification need to install production facilities, green spaces and environmental facilities on the premises based on the rules. The law stipulates the ratio of each area of production facilities, green spaces and environmental facilities to the site area, and matters related to the placement of environmental facilities according to the classification of industries such as the manufacturing industry, but in Motoichi, `` Yokohama City Factory Location Law City Regulations Ordinance (PDF: 124KB) stipulates the ratio to the site area of production facilities, green spaces and environmental facilities separately.
①Production facilities
The upper limit of the ratio of production facilities that can be installed varies from industry to industry.

8 Special Measures, etc.
Even if green spaces and environmental facilities cannot be set up on the premises, if certain conditions are met, the following exceptions can be applied to the area of environmental facilities under the Factory Location Law. May be.
①Special case of industrial park
In Yokohama City, special industrial parks are applied to companies located in Kanazawa Sangyo housing complex (1-2, Yukiura, Kanazawa-ku, 1-3, Fukuura). Specifically, please confirm guide of factory location law or homepage (outside site) of Ministry of Economy, Trade and Industry.
②Special case for industrial assembly
If there is an adjacent green space that is installed in common to the industrial assembly area, the industrial assembly area exception may be applied. Specifically, please confirm guide (PDF: 1,722KB) of factory location method or homepage (outside site) of Ministry of Economy, Trade and Industry.
③Off-site Green Space System
Even if the existing factory cannot secure green space and environmental facilities on the premises of the factory, the off-site green space system will be applied by maintaining a considerable amount of green space outside the site, and the environmental facility area ratio will be substantially satisfied.
