Results of a comprehensive inspection to prevent disasters caused by embankment

Last Updated March 30, 2022

Based on the debris flow disaster that occurred in Atami City, Shizuoka Prefecture in July 2021, based on the "Comprehensive Inspection for Preventing Disasters by Embankment" requested by the government, Yokohama City reported to Kanagawa Prefecture as a result of a comprehensive inspection announced by Kanagawa Prefecture.

1.Inspection method

Possible embankment data (provided by the Geographical Survey Institute) ※Laws (Regulation on Residential Land Development, etc.) under the jurisdiction of Yokohama City after January 1, 2000 for embankments estimated from, embankments in the upper reaches and areas of sediment-related disaster warning areas, and in large-scale embankment sites. Inspections were conducted by visual inspection to determine whether there was a difference between the contents of the permit and the local situation based on the City Planning Act, and the Agricultural Land Law).
※By comparing the topographic map data about 20 years ago and the current topographic map data, points with a certain level of altitude are extracted as places where there is a possibility of embankment.

2. Results of inspection

The following table shows the results of inspections of 3,172 embankments that require procedures under the laws and regulations (Regulation Law for Residential Land Development, City Planning Law, Agricultural Land Law) under the jurisdiction of Yokohama City.
In addition, the staff of the city visually inspected the 12 locations that resulted in "problem" that required corrective measures, and no embankment with a risk of disaster was immediately confirmed.
(For embankments that required procedures under the Farmland Law, there was no "problem.")
For 12 embankments with "problem", we provide corrective guidance and other measures based on laws and regulations.

※Of the nine locations that require corrective measures (total of 1 and 2), two of which fall under 3 and 0 are those corresponding to 4.

3. Future Responses

For nine embankments that require corrective measures, we will respond appropriately, such as providing corrective guidance in accordance with laws and regulations, and ensure the safety of the embankment.
