Overview of Asbestos Regulations under the Building Standards Law

Background

  • If there is a risk of scattering asbestos, such as sprayed asbestos, it may cause health damage to building users.
  • For this reason, in the future, regulations on the use of asbestos in buildings will be introduced so that health hazards due to asbestos scattering will not occur.

Outline of Law Revision

Restrict the use of building materials that could cause asbestos scattering.
※ Specifically, sprayed asbestos and asbestos-containing sprayed rock wool (more than 0.1% weight) are subject to regulation.

Revision of the Building Standards Law Enforcement Regulations

  • At the time of extension or remodeling, at the time of large-scale repair or remodeling, specify the location of the measures on the floor plan of each floor of the building confirmation application.

  • As building materials in which asbestos is not likely to scatter or disperse asbestos is added in advance, building materials that add asbestos other than sprayed asbestos and asbestos-containing sprayed rock wool should be determined.

(1) Standards for containment measures

  • Using asbestos scattering prevention agents (hereinafter referred to as "prevention agents") certified under Article 37 of the Building Standards Act, cover building materials with asbestos added or attach the added asbestos to building materials. thing.
  • If there is significant deterioration or damage to the building material to which asbestos has been added, take measures to prevent asbestos from scattering from the relevant part.

(2) Standards for Enclosure Measures

  • Enclose building materials to which asbestos is added with asbestos, such as boards, with non-transparent materials.
  • Take measures to prevent asbestos from scattering from such parts when there is significant deterioration or damage to building materials to which asbestos has been added.

Notification that partially revises the 2000 Notification No. 1446 (2006 Notification No. 1168)

  • Add prevention agents used for containment measures to be certified under Article 37, Paragraph 2 of the Building Standards Act.
