List of land related to soil contamination

We publish published information related to the results of surveys based on the Soil Contamination Countermeasures Act (hereinafter referred to as the "Law") or the conservation City Living Environment Ordinance (hereinafter referred to as the "Ordinance").

Land that does not conform to the designated standards stipulated in the law or ordinance and is recognized as having soil contamination will be designated as contaminated land as one of the areas depending on whether the soil survey was triggered by law or ordinance. The following information is listed.

(Laws and ordinances) Areas requiring action

This refers to an area where soil contamination has been recognized, where measures such as removal of contamination are required because there is a route to ingest people with soil contamination and may cause health damage.

(Law / Ordinance) Notification area required at the time of character change

This is an area where soil contamination has been recognized, and there is no route to ingest soil contamination to people and there is no risk of causing health damage, so measures such as removal of pollution are not required.

Land to be designated in the area

It is posted as a preliminary report. After judging the suitability of the standards related to the risk of causing health damage such as the use of surrounding groundwater, it will be designated as either (Law / Ordinance) required action areas or notification areas required at the time of character change. If you have a well used for drinking around the land, sorry to trouble you, but please contact the Water and Soil Environment Division.

Land where the designation of the area has been canceled

After being designated as an area, it is recognized that the grounds for the designation of the area have disappeared as a result of measures such as the removal of pollution, and the designation of the area has been completely or partially canceled.

With the abolition of specific facilities that use harmful substances, the abolition of use of specific hazardous substances at specific facilities, or the abolition of establishments such as the use of specific hazardous substances, the obligation to conduct soil surveys based on laws or ordinances has arisen. Land that has been deferred for soil surveys for reasons such as being used as a business site. When changing the characteristics of the land, a notification may be required.

As a result of a survey based on the ordinance revised on October 1, 2012, if it conforms to the designated standards stipulated in the ordinance and no contamination is found, it will be announced as the ordinance standard conformity land register.

If a soil survey is conducted at a dioxin management site based on the ordinance, the survey results will be published as a public ledger regardless of whether or not there is contamination.
Dioxin management target place is site of establishment which installs (or installs) specific facility to prescribe in Dioxins measures special measures law Article 2 Clause 2 (outside site). It is necessary to investigate and report the status of dioxins contamination of soil and soil at the time of character change or abolition of the business establishment.
