About the site of the industrial waste landfill
In Motoichi, regarding land use at the site of the waste landfill in the city, the "Law Concerning the Treatment and Cleaning of Waste (hereinafter referred to as the "Law") "and "Effective Guidelines for Change of landfill Site Characteristics" (hereinafter referred to as "Guidelines") "Guidelines for Use of the Site of landfill, Yokohama City (hereinafter referred to as "Summary") Based on this, we provide guidance on changes in land characteristics.

Designated area of industrial waste landfill in 1 city
Based on the provisions of Article 15-17 of the Act, the site of the designated landfill in the city is designated as a designated area. As of March 1, 2021, there are 34 designated areas for industrial waste landfill in Yokohama City, and there are no designated areas for general waste landfill. Land use at the site of landfill

The outline of the outline is as follows.
(1) Target area
The site of landfill, which is not designated as a designated area, is also subject to the outline. This includes the former site of the landfill municipal solid waste and the landfill, which has been disposed of but has not been abolished. (2) Overview of Guidance
In the use of the former site of the landfill, the generation of gas and sewage may cause damage to users of the former site and disturb the living environment in conservation. Therefore, the outline requires that the site be used after formulating a preliminary survey and a countermeasure plan according to the contents of the use of the site.
(3) Administrative procedures

(4) Prior consultation
The use of the former site of the Waste landfill may cause problems in the living environment of the conservation depending on the changes in the characteristics of the land, so even if it is easy to use the former site, be sure to contact the Business Waste Management Section before changing the characteristics of the land.
(5) Preliminary survey
Depending on the contents of the use of the site, it is necessary to investigate in advance the thickness of the soil cover, the properties of landfill waste, the gas components that stay in the waste layer, and the quality of leachate from waste. In the survey, please submit a plan in advance and a result report after the survey.
(6) Measures to use the former site
Please understand the characteristics of the former site of landfill through a preliminary survey and implement countermeasures. In countermeasures, please submit a plan before starting countermeasure construction and a completion report after the countermeasure construction is completed.
(7) Response in the event of an abnormality or emergency disaster, etc.
If abnormalities such as subsidence or gas generation occur after measures to use the site, report the situation immediately and discuss it. In addition, please talk about plan contents similarly when you change shape, scale of ruins use measures construction established in ruins.
If an emergency disaster occurs and the site is used as a first aid measure, please report the details immediately.

If the site use area corresponds to the designated area, use the land traits change registration form (Form No. 35), and for the notification before the preliminary survey and before the countermeasure construction, 30 days from the date of the survey / construction start By the above, you must submit to the mayor within 14 days from the start date of construction for reports such as emergency disasters.

- Change of land characteristics
Changes in the shape or nature of the land, for example, activities such as residential land development, excavation of land, installation of structures, clearing, etc., include activities that do not involve the removal of waste.
- A person who intends to change the character of the land
A person who decides the contents of a plan for changes in land characteristics. For example, in the relationship between landowners and developers who rent the land and conduct development activities, etc., developers, etc. fall under this category.
