Site of Industrial Waste landfill

　Based on the provisions of Article 15-17 of the Act, the site of the designated landfill in the city has been designated as a designated area. As of March 1, 2021, there are 34 designated areas of industrial waste landfill in Yokohama, and there are no designated areas for general waste landfill. 　In the use of the former site of waste landfill, the generation of gas and sewage may cause damage to the former site users and hinder the living environment in conservation. Therefore, the outline requires that the site be used after a preliminary survey and a countermeasure plan be formulated according to the contents of the site, and then use the site.

　The use of the former site of waste landfill may hinder the living environment in the conservation depending on the changes in the characteristics of the land. Please contact the Waste Management Section for prior consultation.

　Depending on the contents of the site, it is necessary to investigate in advance the soil cover, the properties of landfill waste, the gas components remaining in the waste layer, the quality of leachate from the waste, etc. Before conducting the survey, submit a plan in advance and a result report after the survey.

　Please understand the characteristics of the former site of landfill through a preliminary survey before implementing countermeasures. In the countermeasures, please submit a plan before starting the countermeasure construction and a completion report after the countermeasure construction.

　If abnormalities such as subsidence and gas generation occur after measures to use the site, report the situation immediately and discuss it. In addition, please talk about plan contents in the same way when you change shape, scale of ruins use measures construction established in ruins.

　If the site use area corresponds to a designated area, use the change of land characteristics registration form (Form No. 35), and for notifications before pre-survey and before countermeasure construction, 30 days from the date of the survey / construction start date You must submit a report such as an emergency disaster occurrence to the mayor within 14 days from the construction start date.

• Changes in land characteristics

　This is a change in the shape or property of the land. For example, residential land development, excavation of land, installation of structures, clearing, etc., and includes acts that do not involve the removal of waste.

• A person who intends to change land characteristics

　A person who decides the contents of a plan for changing land characteristics. For example, in the relationship between land owners and developers who rent the land and conduct development activities, developers fall under this. "Persons who are going to change the characteristics of land" must notify Motoichi in advance about enforcement methods about change of character of land.

• Notification of change in land characteristics
