Information on electronic manifests

Last Updated September 28, 2023

What is an electronic manifest?

Dischargeers that outsource the treatment of industrial waste to another person must issue an industrial waste management slip ("manifest") based on the Waste Management Law. Electronic manifests manages the flow from the discharge of industrial waste to disposal by digitizing the information of this manifest.

Mechanism of electronic manifest

In the electronic manifest, a discharge company, a collection / transportation company, and a disposal company, register by sending electronic information on waste from their respective personal computers or mobile phones to the "Information Processing Center". The transmitted information is stored and managed by the Information Processing Center. Therefore, all three parties need to subscribe to the electronic manifesto.

Features of Electronic Manifest

  1. Efficiency of paperwork
Easy input and data management are easy. There is no need to save the manifest.
Since the information processing center reports to prefectures, etc., it is not necessary to submit a status report such as the issuance of industrial waste management slips.
  2. Compliance with laws and regulations
Prevents omissions in manifests. Automatically notify you of the deadline for confirmation of processing completion report.
  3. Assurance of transparency
The information processing center manages data. Prevents forgery manifests.

Mandatory use of electronic manifests

From April 2020, discharge companies that have set up business sites that emit more than 50 tons of specially managed industrial waste (excluding PCB waste) generated in the previous two years will be required to specially generated from the business site. When outsourcing the disposal of industrial waste (excluding PCB waste), the use of electronic manifests has become mandatory.
