Information on electronic manifests

Last Updated September 28, 2023

What is an electronic manifest?

Discharge companies that outsource the treatment of industrial waste to others must issue an industrial waste management slip ("manifest") based on the Waste Management Law. Electronic manifests manage the flow from the discharge of industrial waste to disposal by digitizing the information in this manifest.

Mechanism of Electronic Manifesto

In the electronic manifest, the discharge company, the collection / transportation company, and the disposal company register by sending the electronic information of waste to the "information processing center" from their respective PCs and mobile phones. The transmitted information is stored and managed by the Information Processing Center. Therefore, it is necessary for all three parties to join the electronic manifest.

Features of Electronic Manifesto

  1. Efficiency of paperwork
Easy input and data management. You don't need to save the manifest.
Since the information processing center reports to prefectures, it is not necessary to submit a status report such as the issuance of industrial waste management slips.
  2. Compliance with laws and regulations
Prevent omissions in the manifest. Automatically notify the deadline for confirming the processing completion report.
  3. Ensuring transparency
Information processing centers manage data. Prevent forgery of manifests.

Mandatory use of electronic manifests

From April 2020, discharge companies that have set up business sites with a production volume of specially controlled industrial waste (excluding PCB waste) of 50 tons or more per year in the previous two years will be required to use special management waste generated from the business sites. When outsourcing the disposal of industrial waste (excluding PCB waste), the use of electronic manifests is now mandatory.
