 In order to realize the "reduce disaster damage society" that the city aims for, it is important for citizens to work on "self support community support".
 The "Yokohama Earthquake Disaster Prevention Citizen Charter" is intended to spread the importance of "self support / community support" among citizens and promote its efforts.

 Here in Yokohama was once hit by the Great Kanto Earthquake, and many people were killed.
 A major earthquake is always coming. At that time, support from the government does not arrive immediately.
 We, Yokohama citizens, set a charter here in order to demonstrate their citizenship and overcome a major earthquake with the preparation of each person and the bonds of the local community.
 
 A calm everyday life. A major earthquake that destroys it in an instant. A big earthquake always comes suddenly. It might be today or tomorrow.
 That's why I ask myself. I wonder if it is enough to prepare for the earthquake.
 
 Luck and misfortune are not the only difference between life and death in a major earthquake. Don't forget that there are people who can't protect themselves. I want to protect the lives of myself and the precious people around me.
 So I think about it. What should I do if an earthquake occurs now?
 
 An evacuation life in anxiety. But if everyone puts up with it little by little, and if everyone works together, they can get over.
 That's why I tell myself. There's always something I can do for others.
 
 We have learned a lot from the Great East Japan Earthquake. The government of your request will also be affected. It is our own to protect our lives and overcome difficulties. For many victims, this must not be weathered.

Yokohama Earthquake Disaster Prevention Citizen Charter [Action Guidelines]

Preparation

  1. Make your home earthquake-resistant and prevent furniture from falling over.
  2. Know the area and know the hidden dangers in the area.
  3. Stock up on drinking water, food and toilet packs for at least three days and install fire extinguisher.
  4. Determine how to contact your family and your loved ones.
  5. I'll check the evacuation sites from evacuation sites, evacuation shelter, evacuation area, and tsunami.
  6. Participate in disaster drill as a whole family, company-wide and community.

Immediately after the disaster

  1. If you feel a strong shaking, try to protect yourself in order to save your life.
  2. The scary thing is the fire, and when the shaking stops, put out the fire as soon as the shaking stops.
  3. Check the safety of the elderly and the disabled in the neighborhood, and move to a safe place while paying attention to aftershocks.

  3. Teaching children the wisdom and skills to protect themselves from major earthquakes, and the importance of helping each other.
  4. Yokohama is an open city, reaching out to all visitors without distinction.
  5. We, Yokohama citizens, will provide as much support as possible to those affected by distant disasters.

Basic Policy for Establishing the Charter

We were reminded of the Great East Japan Earthquake that it was impossible to completely prevent disasters from occurring.
Therefore, the reduce disaster damage concept is important. It cannot be completely prevented, but it is possible to reduce it. To that end, we must prepare for each and every citizen (self support) and help each other in the community (community support).
Based on this idea, Yokohama City has formulated the Yokohama Earthquake Disaster Prevention Citizen Charter in order to encourage citizens to have a common understanding of the importance of self support and community support for the reduce disaster damage.
Neighborhood Association / Neighborhood Associations, regional disaster prevention, welfare, schools and child care, gender equality, companies, activity groups, etc. We had opinion in "citizen study meeting concerning Yokohama-shi earthquake disaster prevention citizen charter (tentative name) development" by 11 committee members active in field and made.
