About temporary car operation permission (temporary number) (Aoba Ward government office has been digitized application creation since March 28, 2024)

Online pre-creation form (external site) 

※The procedure is not completed by online pre-creation alone. Please bring your required documents at a later date and come to the Aoba Ward Office.

The online application will be reviewed after the next agency, and if there is no problem, we will give you a temporary number and permit.

2 Procedure Flow

The flow of the application procedure for temporary numbers is as follows.

About required documents

①~ 2 are required in any case, and 3 to 5 are required only when the remarks column.

Only originals can be accepted.
Prepare the insurance period is valid during the operation permission period.

②Documents confirming the operating car

Please prepare one of the following items. (Copy is acceptable)

  • Automobile Inspection Certificate (Note)
  • Notification of registration identification information, etc. (Temporary Deletion Registration Certificate)
  • Automobile Preliminary Inspection Certificate
  • Certificate of registration items etc.
  • Vehicle inspection certificate return certificate
  • Automobile customs certificate
  • Certificate of conformity with export vehicle inspection standards, etc.

③Identification documents to confirm Address
(driver's license, etc.)

It is required only for personal application.
(In the case of corporate application, it is not necessary.)

④Receipt number of theft report to policeRequired only if the license plate is stolen.

⑤Both the “certificate of security standards” issued by the Director of Transportation and the “Special Vehicle Traffic Certificate” issued by the Road Manager are both originals.

Required only for vehicles that have been certified as security standard relaxation and special vehicle traffic permit.

(Note) From January 2023, "Electronic vehicle inspection certificate" will be issued with an IC tag attached to A6 size cardboard instead of the conventional paper vehicle inspection certificate.
If you have an "Electronic vehicle inspection certificate" and wish to borrow a temporary number, you will need to confirm the expiration date of the validity period. Please present one of the following two points in addition to the "Electronic vehicle inspection certificate".
①Displays the screen of "Vehicle Inspection App"
 Please download the above application in advance, read the electronic vehicle inspection certificate IC tag on your smartphone, and present the application screen to the staff at the counter.
②Presentation of “Automobile Inspection Records”
 Please present the A4 "Automotive Inspection Record Items" issued at the same time as the Electronic vehicle inspection certificate to the staff at the counter.
 In addition, please refer to the Ministry of Land, Infrastructure, Transport and Tourism / Electronic vehicle inspection certificate special site (outside site) for detailed information on electronic vehicle inspection certificate and vehicle inspection browsing application.

4 Regarding the application form (Aoba Ward Office has been digitizing application preparation since March 28, 2024)

 On the day of the operation start date (Note 1), you can create it with a tablet installed at the Aoba Ward Office window or your smartphone.
 It is also possible to create and submit in advance using your smartphone or personal computer from the following "Online Pre-Creation Form" (Note 2).
 When using the Online Preparation Form, please provide the receipt number to be notified by e-mail when you bring required documents to the counter on the day of the service start date (Note 1). The online application will be reviewed after the next agency, and if there is no problem, we will give you a temporary number and permit.

 (Note 1) If you are not in time for the operation time on the day, such as using it early in the morning, you can apply for the previous day (if the day before the closing date if the day before the operation is a closed agency day).
 (Note 2) If you use the "Online Preparation Form", if there is no visit to the agency after the date of receipt (the day of the temporary operation period), the application details will be canceled. In that case, please note that you will need to create it again. 

5 Application/Receiving Location

 ※Hours: Monday to Friday 8:45 a.m. to 5:00 p.m. (Closed: national holidays, other holidays, and New Year's holidays December 29th-January 3rd)

6 Fees

 750 yen per case
 ※Please pay the fee by cash or electronic money at the counter.
  Electronic money can be used by transportation system, WAON, nanaco, and Rakuten Edy. In addition, it cannot be used together or charged with cash.

7 Returns

Return deadline

・The return deadline is within 5 days after the expiration of the license period.
・Failure to return by the due date may result in imprisonment for up to 6 months or a fine of up to 300,000 yen. [Article 35, Paragraph 6, Article 108 of the Road Transport Vehicle Act]
・If it is not returned, or if it is returned in a state of significant contamination or damage, you may be required to pay the actual cost.
