9th: The Tsurumi River Bypass Plan (Part 2), which was more than 100 years ago.

There was a plan to bypass the Tsurumi River to Kanagawa.

1.Plan for the Tenpo era

It was planned by the Shogunate to improve the Tsurumi River, which was flooded in the 1830s, and details are unknown.
According to "Inferred by the opposition petition issued by the farmers of Shirohata Village and maps and materials remaining in the Tsunashima Ikenotani family" ("Kohoku Hundred Story" p221), the diversion channel seems to have been a route that passed through the middle of Shirohata Village and toward Nishikoyasu Village. Only the cover of "Tenpo Shinkawa Digging Measuring Tezuka" remains.

2.Plan for 1870

Since the Meiji era, villagers from Minami Tsunashima and Futoo have submitted a "Tsurumi River-dori Shinkawa Memiken White Paper" to Kanagawa Prefecture.
The plan remaining in the Iketani family plans to create a Shinkawa, abolish the river from the Shinkawa junction to Futoo Bridge, and convert it to farmland. The Shinkawa route is "From a little downstream of the current Kamenoko Bridge to Shinohara Bogaya, Shinohara Pond, Rokukakubashi Tameike to Takino Bridge in Kanagawajuku" ("Kohoku Hyakugo" p222), an extension of 30 towns (about 3.3 km) width was 10 spaces (about 18 meters). The plan is to separate the Tsurumi River downstream from Futoo Bridge into two rivers with the name of Shinkawa, including the upper part of the Tsurumi River main stream, as "Kanagawa."
According to the plan, the Shinkawa construction site requires six steps (18,000 tsubo) of land, but the new land that will become a field will be born in 21 towns and 6 steps (64,800 tsubo) between Shinkawa junction and Futoo Bridge. It is a profit and loss account.
In addition to reducing the concerns of farmers due to the flood, river rehabilitation at public expense and self-contracting (construction performed by farmers themselves) are expected to decrease, and the right bank, which used to take water from the Toriyama River, Mamedo and several other villages will be able to divert water from Niiwa irrigation water. Furthermore, since the end of 1730, bamboo Kiue was prohibited on the outside of the embankment (land facing the water flow of the embankment), but since the Meiji Restoration, mulberry planting has been encouraged, and there is no planting place. However, Shinkawa creates room. It is also convenient for transporting manure, and the content of two birds with one stone, such as soil for reclaiming the coast is generated in Shinkawa. However, the treatment of the prefecture was unknown and disappeared.

3.Plan for 1887

In response to the wishes of the middle and lower villages, Shinbei Oikawa, who later became Mayor of Shin Tamura, worked hard to realize the diversion plan. The plan is "Tsurumi River on the route from the vicinity of Omagari in the eastern part of Koseki through the enclave of Toriyama and through Shinohara and Rokukakubashi to the Ogawa in Kanagawa Iida-Yokomachi (now Takinogawa) ("Kohoku Hyakutai "p224"). It was bypassing.
The diversion channel has a width of 8 spaces (approximately 14.5 meters), a depth of 5 feet (approximately 1.5 meters), and a total length of 1 ri and 10 towns (approximately 5 km). It is said that paddy fields around the diversion channel can be changed to Ueda. In addition, large land supply is required to expand the existing Tsurumi River channel and strengthen the embankment. On the contrary, it is better to build a watershed from the profit and loss account. Estimated construction and land costs of about 22,245 yen, and proposed it to the Governor of Kanagawa Prefecture in 1887. This plan, which had been proceeding with surveying and design, was extinguished by the death of Shinbei Oikawa in 1903, without any successor.
