Second Izumi Ward Reading Activity Promotion Target
"Ordinance on promotion of reading activity of Yokohama citizen" (enforced in April, 2014. Hereinafter referred to as "city regulations." Based on the changes in various situations during the first reading plan period, etc., in order to continue promoting reading activities, based on changes in the situation for five years, etc., the "Second Yokohama Citizen Reading Activity Promotion Plan (enforced in December 2019). Hereafter, it is referred to as the "Second City Plan". ) "is defined. We devised "the second Izumi Ward reading activity promotion target" to promote reading activity according to locality of ward which we advocated in the second city plan.

About the Second Izumi Ward Reading Activity Promotion Goals
Targets and Specific Initiatives
In order to realize the basic philosophy set forth in the City Ordinance, we will establish three ward goals and specific initiatives based on the regional characteristics of Izumi Ward, centering on the four priority items stipulated in the Second City Plan.
Goal 1 [get acquainted with books] Promote reading activities according to the stage of child development.
We will create an environment where children can feel the joy of reading from childhood so that they can feel the book familiar and establish reading in their daily lives.
[Specific Initiatives]
①Support to acquire reading habits
→We promote approach to convey importance of story-telling in home by enriching story-telling in library and reading-related facilities in ward, other places such as infant medical examination and lecture for protector.
→We support groups that read stories to children, such as kindergartens, daycare centers, and story-telling volunteers.
②Providing opportunities to meet needs
→We provide information such as picture books and children's books according to age.
→We will enhance books for teens, which are far away from reading.
→We support realization of approach of each facility so that we can get close to reading in familiar places such as reading-related facilities in city.
③Supporting reading activities at school
→Strengthen the function of the school library by supporting books-related tasks such as improving the environment of librarians and school librarians and lending books.
→Enhance the provision of books useful for classes and lending to schools.
Goal 2 [Enjoy books] We will work to promote adult reading activities and expand the number of leaders.
Create opportunities for all inhabitants to get acquainted with reading and enjoy.
[Specific Initiatives]
→We plan cooperation with library and reading-related facilities in ward and provide place and opportunity of volunteer activity.
→We work on reading enlightenment activity that utilized various opportunities such as day of reading, reading activity promotion month, event in ward, public information activity.
→In order to create opportunities for the elderly, people with disabilities, and inhabitants of a ward connected to foreign countries to become more familiar with reading, we will enhance easy-to-read print books and promote face-to-face reading.
Goal 3 [Connected by book] We work on reinforcement and cooperation of base of reading activity in ward.
We will enhance services that demonstrate the expertise of librarians and aim to create a comfortable library that is easy for citizens to use.
[Specific Initiatives]
①Strengthening library functions
→We aim to be a more convenient and comfortable library by strengthening functions such as enriching collections so that we can accurately provide the information required by inhabitants of a ward.
→Including the history of the ward, we support the resolution of inhabitants of a ward by collecting and providing a wide range of materials, from local materials according to various regional characteristics to specialized books. .
②Strengthen cooperation between libraries and reading-related facilities in the ward
→We promote group rental of book from library to reading-related facilities in ward or story-telling volunteer group.
→By supporting the operation of reading-related facilities in the city, we will strengthen the whereabouts function so that inhabitants of the ward can easily gather.
Progress in Developing Targets
・We carried out questionnaire about target development to person concerned "library teacher or school librarian of elementary and junior high school in ward, reading-related facilities in ward (district center, community house), reading activity group in ward" and reflected opinion .
・We held the "2020 Izumi Ward Reading Activity Promotion Network Conference" on Friday, November 13, 2020, and together with the above stakeholders, we examined the goals based on the content of the questionnaire.
Situation of reading-related facilities in ward
(1) Public library
In Izumi Library, approximately 130,000 books are available for viewing and approximately 4 million books from 18 City Library in the city. In addition, in order to promote reading activities, we also hold lectures and lectures on living issues, introduce books and talk sessions on various themes, lend them to reading activity groups, and hold volunteer training courses as leaders. .
In addition to Izumi Library, personal lending by the mobile library "Hamakaze" is carried out two or three times a month in the Ryokuen area, and since 2017, "Agreement on Mutual Use of Libraries" has been concluded with neighboring cities, Kawasaki, Kamakura, Fujisawa, Yamato, Yokosuka, Machida and Zushi.
(2) Facilities with book corners, etc.
There are four district centers with book corners, seven community houses, and about 97,000 books can be used for browsing and renting inside the library. At each facility, in addition to announcements of new arrivals, we are working to revitalize the book corner, such as displaying seasonal and theme-specific exhibits. Some district centers, etc., have their own efforts for reading activities, such as reading stories for preschoolers and parents.
Book corners are also set up at inhabitant-use facilities such as the inhabitant of a ward culture center Teattle Fonte, the welfare center for the elderly, Izumi Kotobukiso, Izumidai Park Children's Log House, and Community Care Plaza.
One elementary school in the ward (Ryokuen Higashi Elementary School) and one junior high school (Izumigaoka Naka) have a citizen library.
(3) Other facilities used as places for reading activities
The local child care support base ticket provides picture book reading for users and consultation on selecting picture books.
(4) School
In elementary and junior high schools, school libraries have been developed based on the "School Library Education Guidance Plan" and are used as places for reading and studying for elementary school student students. In addition, in order to enhance and revitalize the school library, we started the placement of school librarians to assist librarians in 2013, and completed all school placement in 2016.
In elementary schools, we engage in reading activities such as simultaneous reading in the morning, biblio battles, and reading by school librarians and volunteer groups. In junior high school, in addition to simultaneous reading in the morning, we also engage in reading activities such as book talks.
In particular, during the reading promotion month in November, elementary and junior high schools also plan reading promotion and events such as reading quizzes and reading stories by the Book Committee.
About activity group in ward
(1) Reading activity group
In the ward, in addition to groups engaged in activities such as reading stories, there are groups that perform activities to repair broken books by making use of reading parties and bookbinding techniques. Some of these organizations use library group lending or register with the Izumi Ward Human Resources Bank operated by the Izumi Residents' Activities Support Center.
Activities include facilities for inhabitants of the ward, such as libraries, district centers, and community houses, as well as nurseries, kindergartens, elementary schools, welfare facilities for the elderly, and facilities for the disabled.
(2) Local library activities
In the Kamiiida area, local library activities are being carried out, and it is a familiar place for local reading, such as reading in the library, lending books, and practicing reading.
Second Izumi Ward Reading Activity Promotion Target Leaflet
For this goal, we have created a "leaflet" that incorporates illustrations and makes it easier to understand. This leaflet is distributed at elementary and junior high schools in the ward, Izumi Library, ward residents' facilities and Izumi Ward Office. Please take a look at it.
