Temporary car operation permission (temporary number)

What is a temporary car operation permit?

In order for a car to operate on the road, it is necessary to have a car registered and inspected.
Temporary vehicle operation permission is to operate vehicles that must not operate on roads, such as unregistered vehicles or vehicles whose expiration date of the automobile inspection certificate (vehicle inspection certificate) has expired, for the purpose specified by law. Only temporary operation is permitted.

※It cannot be operated except for the vehicle, purpose, period, route, and route.

Purpose subject to permission

Permits can be granted only when operating for the purpose specified in the Road Transport Vehicle Law.

  • When operating to the Transportation Bureau for new registration or continuous inspection
  • When a person engaged in sales forwards for the purpose of sale
  • When operating to the Transportation Bureau to receive a reissue of a stolen license plate

Using the table above as a guide, we will examine the route and purpose of operation, and in principle, permit the required minimum number of days within 5 days.

Operating route

The route must include Yokohama City (it does not have to be Isogo Ward).
In addition, it is not possible to operate other than the permitted route.

Cases that cannot be permitted (common examples)

  • Motorcycles with an engine displacement of 250cc or less, motorized bicycles, small special vehicles, etc. that are not subject to vehicle inspection
  • When it is not the operation purpose specified by the Road Transport Vehicle Law
  • When the service route does not include Yokohama City
  • If you do not have a car liability insurance that is valid for all periods for which a temporary operation permit is required

Reception hours

From 8:45 am to 5:00 pm (excluding Saturday, Sunday, public holidays, and New Year's holidays)

※As a general rule, applications will be accepted only on the day of operation. However, if the application on the day cannot be made in time, such as when operating from the early morning or on a holiday, it will be accepted on the previous day (if the previous day is a closed day, the immediately preceding opening day).

Costs (fees)

750 yen per case

※Payment will be made in cash or electronic money.
※Electronic money can be used for transportation, nanaco, Rakuten Edy, and WAON (Waon). In addition, it cannot be used together or charged with cash.
※Yokohama Revenue certificate stamp was abolished on January 29, 2020. For more information, please visit the Office of Accounting page.

What is required for application

  1. Original automobile liability insurance card (the insurance period is valid during the permit period)
  2. Documents (either one) that can confirm the car (chassis number) to be operating. Copies may be copied.)
    ・Automobile inspection certificate
    ・Temporary deletion registration certificate
    ・Automobile Preliminary Inspection Certificate
    ・Certificate of registration items etc.
    ・Transfer Certificate
    ・Vehicle inspection certificate return certificate
    ・Automobile customs certificate
    ・Certificate of conformity with export vehicle inspection standards, etc.
  3. Identification documents (driver's license, etc.) that can confirm Address
  4. (If the license plate is stolen) Receipt number of the theft report to the police
  5. (In the case of vehicles that have been certified as security standard relaxation and special vehicle traffic permit) The original "certificate of security standards" issued by the Director of Transportation and the original "Special Vehicle Traffic Certification Certificate" issued by the Road Manager

※Please prepare your own bolts, wires, etc. for attaching the number plate (license plate) yourself.

About return

  • After the end of the operation purpose (or expiration of the permission period), please remove the dirt and return it promptly after the operation purpose of operation (or expiration of the permission period).
  • The Isogo Ward Office accepts returns at night and on holidays except for Reception hours.
  • Exceeding the statutory deadline for return (within 5 days after the expiration of the permission period) may be punished under the Road Transport Vehicle Law.
  • Number signs lent by ward offices other than the Isogo Ward Office cannot be returned at the Isogo Ward Office.

Precautions

  • If the number plate (license plate) is damaged, lost, stolen, etc., you may be required to compensate for the actual cost.
  • In case of loss or theft, please notify the relevant police department and contact the above reception desk immediately.
