Temporary car operation permission (temporary number)

What is a temporary car operation permission?

In order for a car to operate on the road, it is necessary to have a car registered and inspected.
Temporary vehicle operation permission is required to operate vehicles that must not operate on the road, such as unregistered vehicles or vehicles whose vehicle inspection certificate (vehicle inspection certificate) has expired, for purposes stipulated by law. Only temporary operation is permitted.

※It cannot be operated except for the licensed vehicle, purpose, period, and route.

Purpose subject to permission

It can be permitted only when operating for the purpose specified by the Road Transport Vehicle Law.

  • When operating to the Transportation Bureau for new registration or continuous inspection
  • When a person engaged in sales forwards for the purpose of sales
  • When operating to the Transportation Bureau to receive a reissue of a stolen license plate.

Permitted period

Based on the table above, we will examine the route and purpose of the operation, and in principle, permit the minimum number of days required within 5 days.

Service route

The route must include Yokohama City (it does not have to be Isogo Ward).
Also, it is not possible to operate on a route other than the permitted route.

Cases that cannot be permitted (frequently common cases)

  • Motorcycles with engine displacement of 250cc or less, motorized bicycles, small special vehicles, etc. that are not subject to vehicle inspection
  • In cases where it is not the purpose of operation specified by the Road Transport Vehicle Law
  • If the route does not include Yokohama City
  • If you do not have automobile liability insurance valid for all periods required for temporary operation permission

Reception hours

From 8:45 am to 5:00 pm (excluding Saturday, Sunday, national holidays, and the year-end and New Year holidays)

※As a general rule, applications will be accepted only on the day of operation. However, if the application on the day is not in time, such as when operating early in the morning or on a holiday, it will be accepted the day before (if the previous day is a closed day, the immediately preceding open day).

Costs (commissions)

750 yen per case

※Payment will be made in cash or electronic money.
※Electronic money can be used by transportation, nanaco, Rakuten Edy, and WAON. In addition, it cannot be used in combination with cash or charge.
※Yokohama City Revenue certificate stamp was abolished on January 29, 2020. For more information, please visit the Office of Accounting page.

What is required for application

  1. Original automobile liability insurance card (insurance period is valid during the permitted period)
  2. Documents that can confirm the operating car (chassis number) (one). You can copy it.
    ・Vehicle inspection certificate (* Please refer to *)
    ・Temporary deletion registration certificate
    ・Preliminary inspection certificate
    ・Certificate of registration items, etc.
    ・Certificate of Transfer
    ・Vehicle inspection certificate return certificate
    ・Automobile customs certificate
    ・Certificate of conformity with export vehicle inspection standards, etc.
  3. Address (only for personal application) Identification documents (driver's license, etc.)
  4. (If the license plate is stolen) The receipt number of the theft report to the police
  5. (In the case of vehicles that have received security standard relaxation certification and special vehicle traffic permission) The original of the “certificate of security standard relaxation” issued by the Director of Transportation and the original of the “special vehicle traffic certificate” issued by the road manager

※As for automobile inspection certificates, since January 2023, electronic vehicle inspection certificate has been issued with an IC tag attached to A6 size cardboard instead of conventional car inspection certificates. When applying for “Electronic vehicle inspection certificate” as a confirmation document, please present one of the following items in addition to “Electronic vehicle inspection certificate” to confirm the expiration date.

Download the application in advance from the Ministry of Land, Infrastructure, Transport and Tourism / Electronic vehicle inspection certificate Special Site (outside site), read the electronic vehicle inspection certificate IC tag with your smartphone, and present the application screen to the staff at the counter.
②Presentation of “Automobile Inspection Record Items”
Please present A4 size “Automobile Inspection Record Items” issued at the same time as Electronic vehicle inspection certificate to the staff at the counter.

Items to be handed over at the counter (return required)

  1. Temporary operation permit
  2. Number plate (license plate)

※Please prepare your own bolts and wires for attaching the number plate (license plate).

Return

  • After the end of the operation purpose (or the expiration of the permission period), please remove the license and number mark (license plate) and return it immediately.
  • In addition to the Reception hours application, Isogo Ward Office accepts returns at night and on holidays.
  • If you exceed the legal deadline for return (within 5 days after the expiration of the permission period), you may be punished by the Road Transport Vehicle Law.
  • Numbers lent at ward offices other than Isogo Ward Office cannot be returned at Isogo Ward Office.

Precautions

  • If the number plate (license plate) is damaged, lost, stolen, etc., you may be asked to pay for the actual cost.
  • In case of loss or theft, please notify the relevant police department and contact the above reception desk immediately.
