（1） Independent planning and operating expenses

Changes in social conditions due to intensifying natural disasters and infectious diseases have a major impact on the lives of inhabitants of the ward. We support "safety, relief of inhabitant of a ward" sequentially and, while declining birthrate and aging progress, promote local connection, support for the 100th anniversary of the ward system in 2027, and all people from child to elderly person We push forward town development full of charm and vitality in "team Hodogaya" so that we can live lively.
