What is the difference between "population based on the census" and "population based on Basic Resident Register"?

There are two types of populations listed: "population based on the census" and "population based on Basic Resident Register", each with a different numerical value.
"Population based on the census" is calculated as of the 1st of every month based on the results of the most recent census, adjusting monthly births, deaths, transfers, transfers, etc. Regardless of the registration of the Basic Resident Register, it is intended for people who actually live.
"Population based on the Basic Resident Register" is calculated as the number of residents recorded in the Basic Resident Register provided in each municipality as of the last day of each month. It is intended for people with resident certificate in Kohoku Ward.
