1 Purpose
With the change in the living environment of humans, cats who have lived together are being forced to respond to an environment where it is difficult to live. In addition, it is very difficult for cats to control and manage their freedom due to their habits, and it has a large impact on the surrounding area, such as environmental pollution caused by manure and garbage clams, damage to the human body due to fleas, damage to equipment, etc. It is the source of trouble and complaints.
Therefore, as a minimum rule that should be followed for people and cats to coexist, by clarifying the correct way of keeping, how to treat, and compliance matters, we will spread the understanding of appropriate breeding and animal welfare, The purpose is to promote the creation of a city where people and cats can live comfortably.
2 Basic Approach
While keeping cats now from becoming stray cats, local residents appropriately breed and manage cats without owners who are currently living in the area and receiving food from people, and as a result, they aim to reduce the number of stray cats (cats without owners).
3 Definition
The handling and handling of cats vary greatly depending on how cats are bred, so they are classified into the following three types.
(1) Breeding cat
Cats whose owner and place of residence are clear, and mainly receive food from specific people.
(2) An outside cat
Cats that do not have a specific owner and live in the area and receive food from people.
(3) Local cat
Cats that have been properly bred and managed in the area in accordance with the “Owner's Compliance Items (for Outer Cats)” indicated in these guidelines.

※Noneko: A cat that leaves the owner and turns wild, and always preys and inhabits wild birds and beasts in the mountains.
4 General attitude of the owner
- To comply with the owner's obligations stipulated in the Act on the Protection and Management of Animals, the Ordinance on the Protection and Management of Yokohama City Animals, and local breeding rules.
- To fully understand the habits and physiology of cats, be aware of their responsibilities as owners, and keep cats with affection for life and appropriately.
・Understand that cats are animals and don't misunderstand them like humans. - Respect the position of the people in the surrounding area, and try to keep them with great care so that they do not bother others due to self-satisfaction.
・When you start to keep it, be aware that one family will increase.
・If you love a cat just for your peace of mind, you tend to lose sight of the people around you. Neighbors are the closest world, so be sure to have a relationship where you can exchange ordinary greetings even for anything other than cats. - Complaints related to cats can also affect human relationships, so analyze the content of the complaint calmly and try to respond better without insisting only on your own convenience or statement.
・Understand that some people do not like cats or avoid contacting them due to allergies. - "I don't throw it away. It doesn't increase. Don't bully." To protect it.
5 Instinct, habits, and nature of cats
(1) Nocturnal nature
They often sleep during the day, and nighttime activities become more active.
(2) Seasonal estrus

(4) Toilet

About breeding management
- As a general rule, try to keep cats indoors.

In the case of an outside cat
About breeding management
- People who take care of out-of-cats work while sharing roles in groups and groups as much as possible, clarify the responsibilities such as deciding representatives, and understand the local residents so that the caretakers do not become isolated. Try to seek.
- The feeding ground should be a place that does not interfere with the general life of the local residents, and do not feed it outside of that place. In addition, give enough food to be eaten at a fixed time, wait for the food to be over, collect and clean, and always keep it clean. Never stop feeding food because it may bother nearby residents.
- Food and water should be carefully considered for maintaining health.
(Example) Milk often leads to soft stools. Let's not only do the stuff. - Set up a cat toilet or a similar object or place in a place where it is easy to excrete around the feeding ground, try to excrete there, and try to dispose of it promptly.
- Be sure to clean up dung other than cat toilets as a result of feeding.
