Open call for participants and selection of designated managers adopt open call for participants type proposal system, carry out proposal examination in two stages, and select priority negotiating right holder and negotiating right holder to the third ranking.

As a result of discussions at the 2nd Review Committee held on January 20, 2005, the following organizations were designated as those that passed the first screening (in order of application acceptance).

Public hearings and the third screening committee meeting were held on March 20, 2005 for the four organizations that passed the first screening. The results are as follows.

In the future, the excellent proposer will be the priority negotiating right holder, and after consultation, will be officially designated as a designated manager after a resolution of the city council. If no consultation with the priority negotiating right holder is not established, discussions will be made sequentially with the second and third place proposers.
