Observe the City Counsil

Anyone can observe the plenary session in Yokohama City Council.

1. Meeting Place City Counsil Plenary Hall on the 7th floor of the City Counsil Capitol
2. 216 auditorium seats (including 8 wheelchair spaces)
3. Reception desk
   • Reception desk reception desk on the 3rd floor of City Counsil Capitol
     ※Please fill in form with your name Address and pick up your ticket. Please return it after hearing.
   • Numbered tickets will be distributed about an hour before the scheduled opening time of the Reception hours Plenary Session. After that, the reception will start 30 minutes before and will be accepted at any time during the meeting.
     ※We will give you a hearing ticket on a first-come, first-served basis.

If you would like to observe with children, you can use the "Parent and Child Hearing Room" (2 rooms), so please contact us at the reception. The service will be available on a first-come, first-served basis.
※In the use of the parent and child hearing room, please note that the precautions in the general auditorium "To those who are observed (PDF: 221KB)" will also be applied.

The committee can be observed by anyone.

1. Meeting Places Meeting Rooms, Steering Committee Rooms, Large Meeting Rooms (Location Information) on the 5th floor of the City Counsil Capitol
2. Auditorium
   • Committee Rooms and Steering Committee Rooms: 20 seats (including 2 wheelchair spaces)
   • Large conference room: 40 seats (including 2 seats for wheelchairs), but 30 seats (including 2 seats for wheelchairs) when using rooms separately.
3. Reception desk
   • Reception desk reception desk on the 3rd floor of City Counsil Capitol
     ※Please fill in form with your name of Address and receive a hearing card for each committee. Please return it after hearing.
   • Reception will begin 30 minutes before the scheduled opening time of the Reception hours Committee and will be accepted at any time during the meeting.
     ※If the capacity is exceeded 30 minutes before the opening, a lottery will be held. If you do not reach the capacity, you can observe on a first-come, first-served basis until you reach the capacity.

Person who hopes for hearing, I would like cooperation for infectious disease measures.

• As a basic infection control measure, please cooperate with hand washing and hand disinfection.
• If you have symptoms of fever or cold, please refrain from hearing.
• If possible, please observe at intervals between seats.
• Wearing a mask is at your own discretion. Depending on the congestion situation, we may ask you to cooperate in wearing it.

The plenary session, the Standing Committee, the Special Committee, the City Counsil Steering Committee, the Budget First and Second Special Committee, the Financial Results First and Second Special Committee, the Budget and Settlement Special Committee, the board member and all members of the council can be viewed on the monitor TV in the City Counsil Capitol. No procedures are required, so please come to the City Counsil Capitol on the day.

Remarks are displayed in real time on monitors installed in the plenary hall and large conference rooms.
In addition, we rent tablet terminals that allow you to see text display at hand.
Please apply at the reception desk on the day.
Tablets can be borrowed on a first-come, first-served basis (two main conference halls and one large conference room).
※Please note that the text display displayed on monitors and tablet terminals in each room may result in some incorrect conversions due to the introduction of AI-based speech recognition systems.

You can use sign language interpreters and abstract writing interpreters for hearing.
If you would like a sign language interpreter or abstract writing interpreter, please send the following application form to the Secretary and Public Relations Section of City Council Bureau by fax, e-mail, or mail at least 7 days prior to the scheduled hearing date (excluding weekends and holidays).
We will contact you as soon as we know if it is possible to secure sign language interpreters.

At Yokohama City Council, we hold plenary sessions for elementary school studenｔ students so that they can feel closer to City Counsil and become more interested in parliament and politics.

In the schedule of each regular meeting, plenary session with general questions, bill-related questions, budget representative questions, and budget-related questions.

Replacement system for each group in 20 minutes from 10:00. Conducted by 40 to 70 people per group.

Please submit the prescribed application form in advance.
※Due to the operation of the meeting, the holding time may be shifted. In that case, please note that adjustment will be required on the day.
※In addition to hearing the plenary session, we also provide a parliamentary explanation (about 30 minutes) if requested. .
