Currently, in City Counsil, two or more members are required to form a faction. Members of the Diet who do not form a faction are "independent." However, if a member of an "independent" reports the name of the political organization to which he / she belongs to the chair, the name may be added.
In addition, the assignment of chairpersons of each committee and the time to speak at the plenary session are determined in proportion to the number of members belonging to each denomination.
