"HUG" is a card game developed by Shizuoka Prefecture that simulates evacuation site management by exchanging opinions with multiple people and examining how to respond to various events that occur during evacuation site operation. Since "HUG" itself assumes evacuation shelter, we examined it with social welfare facilities and experts in the ward and changed it to conform to the establishment and operation of welfare evacuation centers.
※Welfare shelters are secondary shelters for the elderly and disabled who have difficulty evacuating in evacuation shelter during a disaster.
