National Pension Plan (Kokumin Nenkin)'s Mechanism

National Pension Plan (Kokumin Nenkin) provides a basic pension that is common to all people living in Japan.
If you live in Japan and are between 20 and 60 years old, you will join National Pension Plan (Kokumin Nenkin).

People who join National Pension Plan (Kokumin Nenkin)

Regardless of whether you have Japanese nationality, you must join.

  1. No. 1 insured person
    20-59 years old, self-employed, agriculture, forestry and fisheries, students, unemployed people, etc. (other than the following No. 2 and 3 insured persons)
  2. No. 2 insured person
    Employers, public servants, etc. who are under the age of 65 or older who are not eligible for the Retirement pensionEmployee Pension Plan (Kosei Nenkin)
  3. No. 3 insured person
    In principle, spouses who are between the ages of 20 and 59 and are dependent on the second insured.

  If you are a second insured person, please complete the procedure at your place of work.
  If you are a third insured person, please apply at your spouse's office.

Payment of premiums (pension)

The premium for FY2024 is 16,980 yen per month.
You have to pay insurance premiums when you join. Payment can be made at a bank, post office, or convenience store if you bring your payment slip. In addition to direct debits at banks and post offices, you can also use Internet banking and credit cards.

If it is difficult to pay the premium, there is a system where you will be exempted from paying insurance premiums when applying. This is called the "insurance premium exemption system", and in addition to "full exemption" and "partial exemption", there is a "payment postponement system" for people under 50 years old.

Students can use the "Student Payment Special System". If the person's previous year's income is below a certain level, the premium will be deferred by application.         When applying, proof such as a student ID card is required.

Lump-sum withdrawals for foreigners

If you are a foreigner who has joined National Pension Plan (Kokumin Nenkin) who meets certain conditions returns to Japan, you can receive a lump-sum withdrawal payment.

When making a request from pension

Procedures are required to receive pension.

  1. Basic retirement pension
    Those who have paid the premium (including the premium exemption period) for 10 years or more can receive it from the age of 65 in principle.    
  2. Disability Basic Pension
    You will be paid if you meet certain conditions when you become disabled due to illness or injury.
  3. Basic pension for bereaved family
    When a family worker dies, it is paid to a "wife with a child" or "child" whose livelihood was maintained by the person.
