1.Purpose of the System

This system is based on the Act on the Development of Agricultural Promotion Areas (hereinafter referred to as the “Agricultural Promotion Law”), and it is necessary to comprehensively promote agriculture in consideration of natural economic and social conditions. The purpose is to promote the sound development of agriculture and contribute to the rational use of national land resources by taking measures to systematically promote necessary measures for the maintenance of the area. is.

2.System structure

1.The Minister of Agriculture, Forestry and Fisheries listens to the opinion of the Council on Food, Agriculture and Rural Policy and formulates basic guidelines on securing agricultural land.
2.The prefectural governor, in consultation with the Minister of Agriculture, Forestry and Fisheries, establishes a basic policy on agricultural promotion area maintenance based on the basic guidelines, and designates agricultural promotion areas.
3.Municipalities that have been designated as agricultural promotion areas will consult with the prefectural governor and establish an agricultural promotion area maintenance plan.

About agricultural land area

Agricultural policies will be implemented with priority.
There are tax incentives, such as reduction of inheritance tax.
It cannot be used for purposes other than those specified in the agricultural land use plan.

3.Agricultural land area certification

It proves that the land is located in the agricultural land area prescribed in Article 8, Paragraph 2, Item 1 of the Agricultural Promotion Act.

Applications for certificates are accepted at the agricultural administration office under your jurisdiction.

4.Procedures pertaining to changes in agricultural promotion area maintenance plan

1.Regular changes
  Changes made based on the results of a basic survey pursuant to the provisions of Article 12-2, Paragraph 1 of the Agricultural Promotion Act. Approximately every five years.

2.From time to time to time
  Changes made for reasons other than regular changes (such as changes in the basic agricultural promotion area maintenance basic policy performed by the prefecture). About twice a year.
  During the period of regular changes will not be accepted at any time.

5.About conduct of regular change of agriculture promotion area maintenance plan (reception of change at any time)

Currently, Yokohama City is working on regular changes to the agricultural promotion area maintenance plan. Please note that changes cannot be accepted at any time from October 2023 until the announcement of the regular change decision. Announcements for periodic changes are scheduled to be made at the end of FY2024.
