We install automatic measuring machine in elementary and junior high school, ward office, river, sea area to grasp the situation of the atmosphere and the quality of the water in the city in Yokohama-shi and always measure the density of various pollutants. These measurement data is sent to monitoring center, and they are continuously monitored. Furthermore, we continuously monitor about the discharge situation of pollutant from large-scale outbreak source factory.

This system is comprised of "control, monitoring, analysis, bills output system" which control manages "the measurement station data collection system" to collect measurement data that we collected at the measurement station of various places throughout the city and the measurement station, and analyzes measurement data.
We are comprised of recorders and, the child station device, the center station device to install in the measurement station of various places throughout the city, are the child station device and send gathered measurement data to monitoring center automatically and store "the measurement station data collection system" for database.
We grasp the operation situation such as the child station device or measuring machine, and "control, monitoring, analysis system" controls and computation processes measurement data raised from various places throughout the city and makes bills, graph.
Data which we analyzed use for environmental measure of Motoichi, and they transmit to Kanagawa to use for monitoring data of wide area pollution. In addition, the situation of air pollution in the city is announced in real time on homepage of Motoichi and it is transferred to Kanagawa and is announced equally.
The atmosphere regular monitoring measurement station
We intend for fixed outbreak source that continuously monitoring is large of the atmosphere generating source (the city 30 factory). In target factory, we measure the discharge density of fuel consumption, nitrogen oxides in chimney flue and sulfur oxide.
The quality of the water regular monitoring measurement station
In the measurement station (three stations) where continuously monitoring installed in main rivers in the city of the quality of the water environment and the measurement station that we installed in sea area (one station), we measure pH or COD. In addition, we measure discharge levels and discharge quantity of water of COD, nitrogen, phosphorus from fixed outbreak source that continuously monitoring is large of the quality of the water outbreak source (29 factories).
We place the quality of the water station to continuously monitor in the city like the chart below and always measure.
2.Main functions of the measurement station data collection system
Data collection in the child station device

The child station device installed in the atmosphere environment installed in various places throughout the city, the atmosphere generating source, the quality of the water environment, the quality of the water occurrence source measurement station acquires measurements from measuring machine (sulfur oxide or oxidant) installed in the measurement station. But we acquire measurements data which company provides in the case of the outbreak source measurement station. As for these data acquisition, periodical (every minute); is performed automatically, and send to the center station device in response to data demand signal from central station. The child station device acquires data from digital measuring machine by TCP/IP communication using ethernet directly when measuring machine installed in the measurement station is digital measuring machine. In addition, the child station device acquires data of analog measuring machine via digital converter (device converting analog level into digital code) by TCP/IP communication using ethernet when measuring machine is analog measuring machine. Particularly, in the case of the quality of the water outbreak source measurement station, the child station device acquires data from quantity of load operation device via data converter for quantity of load operation device by TCP/IP communication using ethernet.
Communication between the child station device and central station device
We transmit and receive measurement data, state signal of measuring machine using TCP/IP between the child station device and central station devices. In addition, we have function to talk by IP telephone with local worker in case such as maintenance check of the measuring machine, measurement station.
Data collective collection in center
The center station device sends data demand signal out for all children station device every minute, and each child station device sends measurement data to the demand signal. When we fail in data reception for some kind of causes, we collect the center station devices again automatically. In this way, data of the whole aspect, all items are collected collectively, and collected data are stored by database. At this chance re-collection performs scheduling that does not disturb steady collection automatically. In addition, in the case of the atmosphere environment, the atmosphere generating source, the quality of the water environmental measurement station, central station device operates level using value for estimate, decision one hour as much as we collected.
The second operation server
We operate discharge, quantity of load using one hour value (primary data) that central station device stored away for database, and the second operation stores away operation result for database again.
Grasp of the operation situation of monitoring system
Console software always displays information about operation of systems to continuously monitor such as the operation situation of measuring machine of each measurement station, having call demand or not from each measurement station, the communication situation between device to console.
Record for intensive monitoring of the air pollution situation
The center station outputs the atmosphere environment data to recorder in real time to watch air pollution materials such as photochemical smog, nitrogen oxide and microparticulate matter intensively.
3.Main functions of control, monitoring server
Control, monitoring server compiles measurement data that central station device collected and makes the time signal, daily report. In addition, we perform official announcement, cancellation such as photochemical oxidant warning, common knowledge to citizen of monitoring, high density information of microparticulate matter (PM2.5), monitoring of outbreak existing source factory.
4.Main functions of analysis, bills output server
Central station device and the second operation server operate analysis, bills output server and, based on measurement data that it stored, revise daily report, monthly report, count work such as annual reports, the bills output based on various report styles, stored measurement data. When value and the second operation result change by these data correction for decision one hour, we calculate again automatically.
User interface has Web-based data reading, correction, analysis page and can access from PCs on the same network. We may not hold middle data on the system that all bills output performs consecutive arithmetic processing and output. We can always obtain the output result using the latest data.
5.Main functions of database server
It becomes requirements that database software operating with database server is based on standard SQL. We manage measurement data stored by database and offer interface for reference from control, monitoring server and analysis, bills output server, data correction. In addition, it is demanded about data output function and data interface that extensibility is high design because we can cope with inflection of future BIC data or public information to citizen easily.
