Environmental standards for water pollution (public water bodies)

This page describes the notification of the Environment Agency that stipulates environmental standards for water pollution based on the Basic Environmental Law.
There are two environmental standards for water pollution in public water bodies (rivers, seas, lakes, etc.): "Environmental Standards for the Protection of Human Health" and "Environmental Standards for the Conservation of Living Environments".
Regarding "Environmental Standards for Conservation of Living Environment", environmental standards are set for each river, lake, and sea area.

The following is a notification of environmental standards for water pollution based on the provisions of Article 9 of the Basic Act on Pollution Control (Act No. 132 of 1967).
Protection of human health and living environment (provided in Article 2, Paragraph 3 of the Act) for environmental conditions pertaining to water pollution in public water bodies pursuant to Article 16 of the Basic Environmental Law (Act No. 91 of 1993). . The same shall apply hereinafter. )) Standards that should be maintained for conservation (hereinafter referred to as “environmental standards”) are as follows.

First Environmental Standards
Environmental standards for water pollution in public water bodies are as follows for the protection of human health and the preservation of the living environment.

Environmental standards for the protection of one person's health
Environmental standards for the protection of human health shall be as listed in the reference value column of the table for each item listed in the column of item 1 in the separate table for all public water bodies.

2 Environmental standards for the preservation of living environments
(1) Environmental standards for the preservation of the living environment are listed in the column of reference values in the table for each public water area, for each water area type listed in the column of water area type in Appendix 2, which corresponds to the public water area. It shall be as follows.
(2) When designating a water area type, the following items shall apply.
Oh, priority should be given to water bodies where pollution related to water pollution has become remarkable or may become remarkable.
(B) Consider the current purpose of use of the water area and changes in the future purpose of use.
(C) Consider the status of water pollution in the water area, the location of water pollution sources, etc.
D) Care must be taken not to allow the water quality of the water area to deteriorate at least as it is.
(E) Set the achievement period, paying attention to the relationship with the measures to achieve the goals.
F. Public water bodies whose target water area belongs to two or more prefectural areas (hereinafter referred to as “prefectural water areas”) When it is a part of the water area, the designation of the water area type shall be made on the same date as the designation of the water area type performed by the relevant prefectural governor in principle for the water area around the prefecture.

2nd measurement method of water quality in public water bodies
When measuring the water quality of public water bodies to investigate the achievement status of environmental standards, the following items shall be noted.
(1) The measurement method shall be as listed in the measurement method columns in Appendix 1 and Appendix 2.
In this case, the selection of the location of the measurement point, the collection and operation of the sample, etc. shall be based on the method considered most appropriate, taking into account the relationship with the water use purpose of the water area.
(2) The measurement will be carried out at any time for items related to environmental standards related to the protection of human health, regardless of the amount of water in public water bodies, and for items related to environmental standards related to the preservation of the living environment, public water bodies will be normal. (If there is a flow of water or more in a river, or if the water level is lower than the low water level in a lake or marsh.)
(3) When judging whether or not the status of water pollution in the water area conforms to environmental standards based on the measurement results, the measurement results at two or three points shall be comprehensively considered in consideration of the characteristics of the water area.

Third Period of achievement of environmental standards
The period required to achieve the environmental standards and if this period is long are as follows.

Environmental standards for the protection of one person's health
We shall endeavor to achieve and maintain this immediately after setting.

2 Environmental standards for the preservation of living environments
About this, we shall plan the achievement maintenance as soon as possible in accordance with the promotion of measures by the following categories for each public water area.
(1) In the case of water areas where significant population concentration, large-scale industrial development, etc. are actually progressing, those that have or are causing significant water pollution are expected to be achieved within 5 years.
However, among these waters, water pollution is extremely remarkable, so even if comprehensive measures are taken to improve water quality, for water areas that are considered to be difficult to achieve within this period, provisional improvement targets will be set for the time being. By setting as appropriate, we will aim to achieve environmental standards as quickly as possible while gradually improving the water quality of the water area.
(2) Of the public water bodies that need to prevent water pollution, we will strive to prevent water pollution so that water bodies other than the water bodies in (1) can be achieved and maintained immediately after setting.

Fourth Review of Environmental Standards
1 Environmental standards shall be revised as follows.
(1) Changes in reference values due to improvements in scientific judgment and addition of items that are environmental conditions
(2) Addition of items that are environmental conditions due to changes in water pollution, water pollution sources, etc.
(3) Changes in the period of achievement of environmental standards for each water area type and the water area type due to changes in circumstances such as changes in the mode of use of water areas
2 Revision of environmental standards pertaining to (3) shall be made in accordance with Article 1-2 (2).
