Environmental standards (dioxins)

This page describes the notification of the Ministry of the Environment, which stipulates environmental standards for dioxins, based on the Law Concerning Special Measures against Dioxins.
As a result of this revision, in addition to the conventional air, water and soil standards, the standards for bottom water quality have been added.

Based on the provisions of Article 7 of the Law Concerning Special Measures against Dioxins (Act No. 105 of 1999), environmental standards related to air pollution, water pollution (including sediment pollution at the bottom of water) and soil pollution by dioxins The following are set and applied from January 15, 2000.

Environmental standards for air pollution, water pollution (including sediment pollution at the bottom of water) and soil pollution by dioxins

Based on the provisions of Article 7 of the Law Concerning Special Measures against Dioxins, air pollution by dioxins, pollution of water quality (including pollution of the bottom of water) and environmental conditions related to soil pollution The standards that should be maintained in protection (hereinafter referred to as "environmental standards") are as follows.

First Environmental Standards

  1. Environmental standards shall be as listed in the reference value section of the table for each medium listed in the separate media section.
  2. When conducting measurements to investigate the achievement status of environmental standards in 1, at a point where the status of pollution or pollution by dioxins can be accurately grasped for each medium listed in the separate media section, It shall be performed by the method listed in the measurement method section of the table.
  3. Environmental standards for air pollution do not apply to industrial areas, roadways, or other areas or places where the general public does not normally live.
  4. Environmental standards for water pollution (excluding sediment pollution at the bottom of the water) apply to public water bodies and groundwater.
  5. Environmental standards for sediment pollution at the bottom of water apply to the bottom of public water bodies.
  6. Environmental standards for soil pollution do not apply to soil related to landfills and other places for waste and facilities that are appropriately distinguished from the outside.

2nd Achievement Period

  1. In areas or water bodies where environmental standards have not been achieved, efforts shall be made to achieve them as soon as possible.
  2. In areas or water areas where environmental standards have actually been achieved or areas or water areas where environmental standards have been achieved, efforts shall be made to maintain them.
  3. If it is not expected that environmental standards for soil pollution will be achieved early, necessary measures will be taken to prevent environmental effects caused by soil pollution.

Third Review of Environmental Standards

If scientific knowledge about dioxins improves, the standard values will be reviewed as appropriate.

Remarks
1 The reference value shall be the value converted to the toxicity of 2,3,7,8-4chloride dibenzo-para-dioxin.
2 The standard values for air and water quality (excluding the bottom of the water bottom) shall be the annual average.
3 In soil, when environmental standards have been achieved, the amount of dioxins in soil has been achieved.
In the case of 250 pg-TEQ / g or more, necessary surveys will be conducted.
