In Yokohama City, the “Plan for Persons with Disabilities” (hereinafter referred to as “Plan”), which is a medium- to long-term plan related to disability welfare measures, is the “First Phase” in FY2004 and the “Second Phase” in FY2009. ”And formulated as the“ Third Phase ”in FY2014, and are promoting measures. This plan is based on the Basic Plan for Persons with Disabilities, which is a basic plan that determines the direction of measures for persons with disabilities in Yokohama City based on the Basic Law for Persons with Disabilities, and based on the Comprehensive Support for Persons with Disabilities Act, It is a plan with two properties of the "Disability Welfare Plan", which determines the expected amount of use required and determines that the smooth implementation will be promoted.

In the "3rd Yokohama City Disability Plan" with a plan period of 6 years from 2015, "a town where you can learn, grow and live with peace of mind in a familiar area based on self-selection and self-determination, Aiming for Yokohama "as a basic goal, and steadily promote disability and welfare measures.
In addition, with the revision of the Child Welfare Law in fiscal 2016, the establishment of numerical targets such as the development of a service infrastructure to support the local life of children with disabilities, the provision of a system for providing welfare services for persons with disabilities and support for children with disabilities, etc. The development of the "Welfare Plan for Children with Disabilities" was required to be planned. The 3rd Yokohama City Plan for Persons with Disabilities already stipulates the measures for children with disabilities and the expected amount of use required for each welfare service for persons with disabilities. The part is positioned as "Welfare Plan for Children with Disabilities".
In Yokohama-shi, we summarize direction for the latter three years about "the third Yokohama-shi person with a disability plan" for six years from 2015 to 2020 and are citizen's all of you from September to October We solicited opinions.
From September 25, 2017 (Monday) to October 25, 2017 (Wednesday)
A total of 353 opinions were received from 165 people and 5 groups.
Based on Yokohama-shi assembly basics regulations, we announce as we gathered "the third Yokohama-shi person with a disability plan" which had decision of 2015 first City Counsil Plan for Persons with Disabilities". In addition, as a first initiative, we have created a `` easy-to-understand version '' that uses a lot of illustrations with plain language while having people with disabilities check the contents so that many people can understand this plan. We will announce it together.

We carried out public comment from September, 2014 to October on development of "the third Yokohama-shi person with a disability plan".
We received a total of 358 opinions from 99 people, and compiled the contents of public comments and the way of thinking as a city.
We made corrections based on the opinions received and formulated a plan.

In making the "3rd Yokohama City Disability Plan", we carried out to know the feelings of people with disabilities.
