Instructions of warning and evacuation
- When we were informed of contents of warning from the governor, the mayor communicates with citizen and affiliate immediately.
- When we are informed of instructions of evacuation from the governor, the mayor transmits instructions of evacuation for citizen and devises the evacuation conduct point.
- The mayor derives evacuation inhabitants as unit in Neighborhood Association, Neighborhood Associations, school, office in command of city officials and fire station.
- When enough correspondence is difficult only by city officials and firefighting, we call for instruction of evacuation inhabitants by the police or the Self-Defense Forces. In addition, we request voluntary disaster prevention organization or self-government chairperson for necessary cooperation.
We devise the evacuation conduct point quickly after the mayor transmitting instructions of evacuation for citizen when we were informed of instructions of evacuation from the governor, and having listened to opinion of related organizations. When we set the evacuation conduct point, we transmit the contents to citizen and affiliate promptly and derive evacuation inhabitants.
From the viewpoint of contents (distance, time margin, the scene) of evacuation measures, we assume following 3 cases as main evacuation method.
Case 1: It has no room time and urgently evacuates to indoor
[situation example] Ballistic missile attack (in front of impacted bomb), raid-like aviation attack, attack by guerrilla, Special Forces
Case 2: We evacuate to refuge inside and outside the city
[situation example] We wear and attack destruction attack, ballistic missile for the landing invasion, petrochemical complex (after the impacted bomb)
Case 3: We evacuate in the unspecified number of citizens outside area
[situation example] Blast terrorism in urban area, attack using chemical agent in urban area
- When we received instructions of relief by the general manager of measures at country (the Prime Minister) through the governor, the mayor rescues for evacuation inhabitants needing relief in cooperation with related organizations. City is independent, and they carry out about relief measures of evacuation inhabitants and survivors based on big city exception.
- As content of relief, there are grant of refuge, salary of food and salary of supply, daily necessities of drinking water or loan, medical offer and midwifery, search of survivors and rescue.
- When city opened refuge, they make known to everyone in local resident immediately. In addition, with the cooperation of the evacuation shelter governing boards, we perform operational management of refuge.
Collection, offer of safety information
- We perform collection or offer of safety information for people who city is missing, and were unlike detached room with family. Other than collection of safety information in refuge, we collect safety information by intelligence from medical institution and school, inquiry to the prefectural police.
- We provide safety information while city installing corresponding window about inquiry of safety information from citizens, and noting protection of personal information.
Coping to armed attack disaster
- The mayor performs ensuring safety of facility such as firefightings such as support of fire extinguishing and survivors, setting of caution area to prevent citizen from entering dangerous area, prevention of expansion of pollution with radioactivity materials, life connection in cooperation with related organizations such as country or the prefecture.
