Local self-government initiatives in Izumi Ward

1 Local self-government mechanism

The Izumi Ward Office has been working on "creating a local autonomy system" as a ward-specific measure. The distinctive ones are the "District Management Committee" and the "Regional Council".
While the situation of each district in the ward differs depending on the development time and housing form, the issues facing each district are diversifying. Based on the perspective of responding to the actual situation in each region, the Izumi Ward's District Management Committee and Regional Council, based on the idea of responding to the actual situation in each region.

2 Establishment of District Management Committee

With the aim of discussing local issues in the region and working to resolve them, it was set up in all regions (districts) of the 12 Union Neighborhood Association Neighborhood Associations in Izumi Ward as an organization that "the residents themselves operate the area."
In addition to the Neighborhood Association Neighborhood Associations, it is composed of various local organizations (including the Japan National Council of Social Welfare, Sports Promotion Committee, NPO organizations, Store Associations, etc.)
In each district, we carry out various activities such as organizing issues and addressing issues.
  
More than 10 years have passed since the establishment of each district management committee was established in fiscal 2021, and each committee examined the ideal way of the committee. As a result, activities were continued in seven districts (Nakagawa, Ryokuen, Izumi-Chuo, Kamiiida, Icho housing complex, Nakata, Shirayuri).

    

Activities

The District Management Committee identifies and inspects regional issues.

  1. What can be solved independently in the region
  2. Those who seek solutions in collaboration with the government (ward office)
  3. What is entrusted to the government (ward office)

We organize and classify such things, and practice what we can solve in the area independently.

3 Establishment of Izumi Ward Regional Council

On April 1, 2009, the "Izumi Ward Regional Council" was launched as a mechanism to check the entire ward administration from the inhabitant's perspective and reflect the ideas and thoughts of local residents in the ward administration.
At present, at the request of the ward, it is a place for residents to give their opinions mainly to resolve local issues.

(1) Committee members

Residents recommended by 12 Union Areas (District Management Committee or District Alliance Neighborhood Association Neighborhood Associations) are participating as members of the regional council. It consists of a total of 24 members, 2 members in each district.

(2) Role

  1. State your opinion on ward administration, office work business of the ward, and measures of the ward related to the area.
  2. To exchange information on solving local issues and reflect them in local activities.

(3) Operations

  1. Dates: As a general rule, regular meetings are held four times a year (May, September, December, February).
  2. Establishment of subcommittees: As a general rule, we hold a task study group four times a year (a month different from regular meetings).
  3. Hours: As a general rule, it will be held at night on weekdays.
  4. Issues Review: Based on requests from Director General, we will discuss issues and provide opinions.
  5. Submission of Statement of Opinion: We will compile a written opinion and submit it to the Director General.

Note: The meeting is open to the public. If you would like to report, please come directly to the meeting room on the 4th floor of the Izumi Ward Office.

Gathering of area and ward

In order to understand local issues and requests and promote community development in the region, Izumi Ward holds “Gathering of Community and Districts” with the Neighborhood Association Neighborhood Associations and the District Management Committee.
In gathering, local residents and ward office staff exchange opinions about item which had you submit including environment, anti-crime program, disaster prevention, the welfare, traffic.
  
Note: As of 2020, gathering of area and ward was finished. From fiscal 2021, we have set up a community support team consisting of ward office staff, community care plaza staff, and staff from the Izumi Ward Japan National Council of Social Welfare.
