Temporary car operation permission (temporary number)

What is the Temporary Automobile Operation Permit System?

In order for a car to operate on the road, it is necessary to have a car registered and inspected.
Temporary car operation permission is a temporary operation only when specified in the "Road Transport Vehicle Law" when operating an unregistered car or a car whose expiration date of the automobile inspection certificate has expired. Is to give permission.

※It cannot be used for any purpose other than the vehicle, period, route, or purpose.
※If you do not depart, arrive, or go through Yokohama City, you will not be able to apply.
※Motorcycles, motorbikes, and small special vehicles of 250cc or less are not subject to temporary operation permission.

Purpose of Permit

Permits can be granted only for the operation purpose specified in the "Road Transport Vehicle Law". It is one loan.

  • When operating to the Transportation Bureau for new registration or continuous inspection
  • When a business that sells forwards for the purpose of sale
  • When operating to the Transportation Bureau to receive a reissue of a stolen license plate

Application acceptance date

In principle, the day of the car.
However, if the service is not in time for the operation time on the day, such as early morning use, the day before (if the day before the operation is a closed day, the day before the closing date).

What is required for application

  1. Original automobile liability insurance card (the insurance period is valid during the permit period)
  2. Documents confirming the car to be operated (either one). Copy is acceptable)
    • Automobile inspection certificate
    • Temporary deletion registration certificate
    • Automobile Preliminary Inspection Certificate
    • Certificate of registration items etc.
    • Transfer Certificate
    • Vehicle inspection certificate return certificate
    • Automobile customs certificate
    • Certificate of conformity with export vehicle inspection standards, etc.
  3. In the case of an individual application, identification documents (driver's license, etc.) that can identify Address
  4. If the license plate is stolen, the police report receipt number
  5. For vehicles that have been certified as security standards relaxation and special vehicle traffic permits, both the “certificate of security standards” issued by the Director of Transportation and the “Special Vehicle Traffic Certification Certificate” issued by the Road Manager are both original.

※Please pay the fee by cash or electronic money at the counter.
 Electronic money can be used by transportation, WAON, nanaco, and Rakuten Edy. In addition, you cannot pay or charge in combination with cash or certificate stamp.

Please fill in the application form with the departure place (municipal name), transit point, and destination (municipal name) in detail.
It is not possible to operate other than the permitted route.

After examining the route and purpose of the operation, it will be the required minimum number of days within 5 days from the application date. (Operations to Kanagawa, Tokyo, Chiba, Saitama, and Shizuoka prefectures is based on three days including the application date.)

What you will be given at the counter (return required)

  1. Temporary operation permit
  2. Number sign (license plate)

※Please prepare your own bolts and wires for attaching the number plate (license plate) by yourself.

Return method

  • After the operation purpose, please return your permit and number plate (license plate) to the ward office where you received the permission immediately. The statutory deadline is within 5 days after the expiration of the license period. Failure to return within the deadline may result in punishment under the Road Transport Vehicle Law.
  • When returning, please remove the dirt on the number plate (license plate) thoroughly before returning it.

Precautions

Please be careful not to lose (stolen) your permit and number plate (license plate). In case of loss (stolen), please notify the relevant police department and contact General Affairs Division General Affairs Section (Phone number: 045-800-2312).
