Outline of Business
The city of Iloilo, Philippines, a member of City Net, is a region where frequent floods occur due to the fact that several rivers flow into the sea. In response to a request from the Mayor of Iroiro to support the city, which has knowledge of initiatives in which the government and the local community collaborate in the field of disaster prevention, from July 2012 () to March 2017 (JICA) As a grassroots technical cooperation project, we cooperated in promoting community disaster prevention in Iloilo.
Natural Disasters in the Republic of the Philippines
According to the World Risk Report 2016, which evaluated the possibility of being hit by natural disasters and its ability to deal with them, published by the United Nations University in 2016, the Philippines ranked third in the world in terms of "possibility of being threatened by natural disasters." In addition, the Asian Development Bank (ADB) predicts that by 2090, the economic loss caused by natural disasters in the Philippines could reach approximately 35 trillion yen.
Therefore, in the Philippines, local governments have decided to use 5% of their budget for disaster countermeasures, and natural disaster countermeasures are positioned as one of the national challenges.
Overview of Iloilo City and Natural Disasters
Iroiro is a city with a population of 450,000 located in the center of the Republic of the Philippines. It is also the political and economic center of the West Visaya region. It covers an area of 78.34 km2 and covers the three wards of Kohoku Ward, Tsuzuki Ward and Kanagawa Ward. In addition to being located at the mouth of several rivers flowing into the sea, the Iloilo River meandering through the central part of the city, flood damage caused by typhoons and torrential rainfalls has become a serious problem. While the Japanese government's ODA (yen loan project) has been improving the hardware aspects such as spillways and river improvement work, it is necessary to provide software support such as efforts to improve citizens' awareness of disaster prevention and knowledge. Was.
Details of cooperation and results of support
This project was implemented in phases 1 and 2 as a JICA Grassroots Technical Cooperation Project.
In Phase 1 (July 2012 to March 2015), support was provided for the purpose of improving the disaster response capabilities of local residents at five model districts selected in Iroiro City. .
In Phase 2 (March 2015 (March 2015) to March 29 (2017), the city of Iroro City Crisis Management Office / Crisis Management Committee, vulnerable to disasters, welfare officials, and educational institutions We provided support for the purpose of improving disaster response capabilities throughout the city. .

1.Support for human resource development of Kathmandu City Technical Staff
An earthquake that occurred in central Nepal on Saturday, April 25, 2015, caused serious damage in the field.
In light of this situation, Yokohama City supported survivors and affected areas as follows:
In Nepal, in order to rebuild and strengthen seismic reinforcement of public and historical buildings, there is an urgent need to develop human resources for technical staff from local governments who are in charge of practical work.
The City of Yokohama (International Affairs Bureau, Housing and Architecture Bureau) and City Net Yokohama Project Office developed human resources for technical staff in Kathmandu, the capital of Nepal.
In July 2015, staff was dispatched to Kathmandu City, and in March 2016, Kathmandu City officials were invited to Yokohama City to provide technical training on the theme of seismic measures for public buildings. I did it.
Through these activities, in June 2016, we concluded a three-year memorandum of understanding at Yokohama City, Kathmandu City and City Net Yokohama Project Office to continuously support reconstruction after the earthquake. Based on this memorandum, when accepting to Yokohama City, we conducted training consisting of lectures on seismic measures for buildings promoted by the city and on-site inspections, etc. Training on structural design, seismic diagnosis, countermeasures against violations of building, quality control of construction, safety measures and inspections were conducted for the target.

2.Implementation (end) of field surveys in cooperation with City Net
Yokohama City dispatched technical staff (building staff) to Nepal from Monday, July 27, 2015 to Saturday, August 1, and conducted a field survey to support reconstruction after the earthquake. did.
This field survey was conducted by the Nepal Local Government Council and City Net (Asia-Pacific City Cooperation Network) to provide technical evaluation and technical advice to the city for the formulation of future reconstruction plans and dispatch of experts to provide technical advice. 3.Nepal Earthquake survivors Support Fund (end)

The collected donations were handed over to the United Nations WFP (World Food Program), a UN food support organization that has offices in the city, on Wednesday, June 17, 2015. . The United Nations WFP gave a letter of appreciation to the city. The donation will be used for reconstruction support activities carried out by the United Nations WFP in Nepal, such as food support and livelihood reconstruction.

Until Reiwa 4 (2022), the city chaired the Disaster Prevention Subcommittee of City Net, an intercity network in the Asia-Pacific region, and promoted international cooperation in the field of disaster prevention together with Vice-Chair, Macati, Philippines. .
In Macati, Philippines, we plan to establish a disaster prevention and reduce disaster damage Academy (DRRM Academy), an educational and training facility for disaster prevention and reduce disaster damage for city officials and citizens. Since receiving a request from Macati City to Yokohama City for cooperation for the establishment of this facility in February 2017, we have been conducting field surveys, accepting inspections, and consulting. In November 2018, we officially concluded a memorandum of understanding on support for three years, and cooperated in the development of crisis management personnel who will be instructors at the Academy.

Macati is a city belonging to the Manila metropolitan area and has many offices with capital and financial-related companies, making it the economic center of the Philippines. The population is about 580,000 (2015), but it is said that the daytime population will be between 3 million and 4 million because of its part of the office district. The city covers an area of 27.36 km2, about the same size as Tsuzuki Ward . (The area of Yokohama City is 437 km2)
The city of Macati is exposed to the risks of natural disasters such as typhoons, torrential rainfalls and earthquakes, and these measures are an urgent issue. The Disaster Prevention and reduce disaster damage Academy, established by Macati City, will provide lectures and training on basic knowledge of disaster prevention, operation of evacuation centers, emergency medical care, public health in the event of a disaster, and rescue and rescue. In the future, we aim to improve the capacity of crisis management personnel not only in Macati but also in other cities in the Philippines and in Citinet member cities.
