“Transition” to a new system for supporting children and child care
Businesses that can be considered as transition destinations for home-based childcare business are as follows.

About small-scale childcare business
- Characteristics of small-scale childcare business
・Capacity: 6 or more and 19 or less
・Being able to be used for various purposes according to the local situation, such as measures for waiting children in metropolitan areas and maintenance of childcare bases in population-declining areas.
・Various actors can provide high-quality childcare by utilizing diverse spaces.
・Being able to transition from various business forms, such as nursery school branch gardens, group-type small-scale childcare, and local independent business.
- Establishment of cooperative facilities in small-scale childcare business
・As a criterion for small-scale childcare business under the new system, it is required to set (1) support for childcare content and (2) "cooperation facilities" that play the role of receiving trays after graduation.
・"Cooperation facilities" are (1) certified children's schools, (2) licensed nursery schools, and (3) kindergartens. The form of cooperation is not necessarily "1: multiple", "multiple: 1" and "multiple: multiple" are also acceptable.
・Matters requiring expenses for cooperation and matters that should be ensured to be fulfilled (when school lunch is carried out outside, jointly receiving health check-up as a part-time physician, or if a priority quota is established as a recipient after graduation) requires the conclusion of agreements (contracts, memorandums, etc.). (Contracts of "People and People" contracts between facilities)

"Confirmation" that it is eligible for public expenditure
In order to shift current home-based childcare to small-scale childcare under the new system, or to implement new home-based childcare and small-scale childcare, meet the facilities and operation standards (not yet indicated by the government) It is necessary to receive "authorization" and to receive "confirmation" that it is a facility eligible for public expenses.
At the time of the enforcement of the new system, it is supposed to be considered that there was a "confirmation" that it was eligible for public expenditure as a home-based childcare business under the new system. . (Article 8 of the Supplementary Provisions of the Child and Child Care Support Act (outside site))
The specific procedures and methods for confirmation have not yet been provided by the State.
Standards for Facilities and Operations under the new system
Yokohama City will determine the standards for small-scale childcare and home-based childcare as ordinances and rules based on the standards indicated by the government as government ordinances and ministerial ordinances (scheduled during FY2013).
