Preface

 We assume town development that overflowed basic principles and aim at citizen, company and town where we can connect administration with all in one body in the next generation and, in Yokohama-shi, set the town development regulations of the welfare of gentleness of people who add to collaboration by security of fundamental human rights that are basic way of thinking of town development, dweller-centered viewpoint and citizen, company and administration, and all people concerned with Yokohama including not only living people but also people visiting and working people respect each other, and help each other in welfare.

Designated facility maintenance manual (building)

※It revised the town development regulations enforcement regulations of the Yokohama-shi welfare on August 23, 2019 (the September 1, 2019 enforcement). We raise the number of the rooms of guest room for wheelchair user who is necessary for hotel to prescribe in rules with the number of the rooms of guest room for wheelchair user who is necessary for hotel or inn having been raised by some revisions of the barrier-free method and the law enforcement order or inn than law and the same class. Revised contents, please identify summary (PDF: 156KB) of revision.

About procedure for prior consultation

Prior consultation is necessary for person of designated facility maintenance that wood block of spare o of repair, large scale of new construction, the enlargement, reconstruction, use change, large scale of designated facility is going to perform.

When we completed construction to affect the discussion concerned, designated facility maintenance person, please submit construction completion registration form immediately.

You take a picture of all the maintenance objects for each maintenance item, and please attach on mount of A4 seal.
Please photograph as if point with regulations of dimensions putting scale (tape, ribbon), and knowing dimensions.

When there is plan of guest room of bathroom, hotel or inn, the stage, seat, instruction facilities, incidental facilities, the maintenance situation understands

※When we lay block for instruction on the sidewalk (catch block), submissions such as "the enforcement approval application are necessary for roadworks" to road manager. You receive grant of "examination of completion pass notification such as roadworks" after the laying construction, and please attach copying to report of completion of the town development regulations of the welfare.

About indication board

Among designated facilities adapting to designated facility maintenance standard, "indication board" is issued about building adapting to all standards to set of "indication board grant standard" (the separate table eleventh) (PDF: 193KB). Please post "indication board" on point that you are easy to look at of the facility concerned.

About excluded permission by regulations of town development regulations Article 24 of the welfare

In Yokohama-shi, we add the following matters to contents of the barrier-free law and barrier-free method enforcement order by the town development regulations of the welfare based on regulations of law (the barrier-free method) Article 14 Paragraph 3 about promotion of facilitation such as movement such as elderly person, person with a disability.

  • Addition of use (special special-use building) of building targeted for standard conformity duty
  • Reduction of scale of building targeted for standard conformity duty
  • As for the building movement, it is strengthened facilitation standard

About matter adding in the regulations, we can exclude application by catching permission of the mayor in the following cases. (regulations Article 24)

  • When elderly person, person with a disability admit that they can use facility smoothly without thing by regulations of the regulations
  • When, in building or form of the site, we admit that it is unavoidable due to others in purpose of the use in structure of building

In addition, it becomes that it is special and just performs permission. Based on purpose of the regulations, please examine plan to meet standard of the regulations as much as possible. In addition, you add the following page, and please refer to nursery schools for ways of thinking about permission such as obstacle welfare service offices.

About revision

It revised the town development regulations enforcement regulations of the Yokohama-shi welfare. (the August 23, 2019 promulgation)

Revised contents take effect on September 1, 2019.

It revised the town development regulations enforcement regulations of the Yokohama-shi welfare. (the June 25, 2019 promulgation)

As "Japanese Industrial Standards" was changed to "Nihon Sangyo standard" with some revisions of the industrial standardization method, we changed about regulations to quote in this rule equally. Revised contents take effect on July 1, 2019 (day of the enforcement of some revisions of the industrial standardization method).

It revised the town development regulations of the Yokohama-shi welfare. (the December 28, 2012 promulgation)

It revised the town development regulations of the welfare to integrate the regulations (the building barrier-free regulations) about building which was available to Yokohama-shi elderly person, people with a disability based on barrier-free law smoothly with the town development regulations of the welfare that was the Yokohama-shi original regulations.
With the enforcement of the town development regulations of the revised welfare, the building barrier-free regulations were abolished.

Point of the regulations revision
  1. We unified the town development regulations and the building barrier-free regulations of the welfare.
  2. We stipulated idea of the town development regulations of the welfare in the regulations.
  3. About apartment house, we aim at higher than 2,000 square meters for duty regulations in addition to effort regulations (the observance) current 1,000 square meters or more newly and demand conformity to maintenance standard. (we become a target of building certification.)

It revised the town development regulations enforcement regulations of the Yokohama-shi welfare. (the July 25, 2013 promulgation)

We wait for fortune and prescribed maintenance standard prescribed by the building barrier-free regulations in the regulations enforcement regulations and plan alignment with barrier-free law, and, as for the adapted thing, building movement will adapt to facilitation standard by building certification in prior consultation. About other parts, we performed revision such as planning alignment with the barrier-free method.

  1. We reviewed maintenance standard of overall building.
  2. We included regulations of facilities in consideration for child care generation newly.
  3. We reviewed maintenance standard of apartment house.
  4. We performed revision such as planning alignment with the other barrier-free method.
