 Around Asahicho Street connecting with Totsuka Station, mall is formed and is next to Kashio River promenade got close to as local walk space and Totsuka Station West Exit first district second kind Urban District Redevelopment Project area.
 From such location requirements, we make use of charm of mall to the maximum and create friendly feeling and neighborhood with turnout and, for the purpose of creating improvement of traffic access to connect with Totsuka Station and the outskirts and attractive cityscape with comfortable, safe walk space, push forward town development by city planning.

The present situation and problem of district

 Approximately 50 years pass as non-start, and, in our district, business is in problem in disaster prevention with maintenance standard of infrastructure being low and crowd house in comparison with the outskirts since we did city planning decision of land readjustment project of 1962. In addition, by change of recent social conditions or development around the district, timeworn building and vacant store are outstanding.
 Therefore we decide cancellation of land readjustment project enforcement area and city planning on March 25, 2009 to review land readjustment project enforcement area based on the maintenance situation of urban infrastructure and maintenance technique, and to push forward town development that utilized city planning.

Policy of city planning

Use of land policy
   We make use of existing commerce accumulation and plan the formation of city area of harmony type that functions such as duties, house coexist with commercial function.
   Roadside of Asahicho Street limits use of house in building low-rise building part and secures continuity of bustle.
Maintenance policy of district facility
   We plan division road A linking the Totsuka Station area to Route 1.
   We connect division road B to division road A and plan improvement of vehicle access in our district.
   About north side part of Asahicho Street and library street, we maintain community zone that kept hoshakyo*kino.
Maintenance policies such as buildings
   We do limit of use of building and limit of form designs such as buildings.

 When we perform construction of building, construction of public establishment, change of uses such as buildings, change of forms such as buildings or design, change of division form and essence of land in area of our district, report to Yokohama-shi is necessary.

For the purpose of what we made use of for condition rearranging for open call for participants, we carried out talks with people of private enterprise while planning company open call for participants for the purpose of planning local problem solution (realization of proposal contents) about "conduct of problem solution type open call for participants technique by citizen cooperation" in municipal ownership place in the third district, and grasping trend of property market and private intention.
